Recently, the Lianyungang Chemical Industry Safety and Environmental Protection Improvement and Improvement Leading Group issued a notice on the city’s suspension of production and rectification of chemical enterprises to resume production.

(3) Fire protection.
All construction projects of chemical enterprises shall obtain fire protection review, acceptance acceptance letter or qualified procedures for fire protection design, completion acceptance and fire protection filing and random inspection according to law.
If the above legal procedures are not obtained, they shall not be put into use; construction projects that change the original nature of use shall be stopped.
; Large-scale enterprises that produce and store flammable and explosive dangerous goods shall establish a full-time enterprise firefighting team in accordance with the law, and those that have not been established shall not be put into use; the enterprise must implement the main responsibility of the unit’s fire safety during the production process, and follow the construction of the micro fire station of the key fire protection unit Standard to establish a miniature fire station.

Clarify the resumption process

(1) Inspection at the county level.
The county and district government organizes the ecological environment, emergency management, housing construction, market supervision, health, and fire protection departments to conduct on-site inspections for chemical enterprises that file an application for re-striction.
If the inspection conclusion is "agree to resume production", the county and district government shall use the name of the county and district government to conduct on-site inspections.
Submit the text to the municipal government and fill in the "Summary of Application for Resumption of Production of Chemical Enterprises", signed and sealed by the main person in charge of the county and district party and government; "Checklist for Resumption of Production of Chemical Enterprises", signed and sealed by the main person in charge of relevant departments of the county and district

(2) Recheck by municipal department.
After the municipal government receives the application report for resumption of production, it is led by the Municipal Bureau of Industry and Information Technology, and the municipal departments of ecological environment, emergency management, housing construction, market supervision, health and health, and fire protection departments respectively review the enterprises that intend to resume production, and clearly form the "consent to review".
The review conclusion of “production” or “disagreement to resume production” should be filled in the “Chemical Enterprise Resumption Review Form”, and the principal person in charge of the department will sign and seal it and send it to the Municipal Bureau of Industry and Information Technology within 5 working days.

(3) The municipal government approved.
For chemical companies that have issued "agreement to resume production" by relevant municipal departments, the Municipal Industry and Information Technology Bureau shall submit a written statement to the municipal government.
After the municipal government approves the approval, the county and district governments will organize the implementation.

Three, clear work requirements

(1) Strengthen service guidance.
All counties, districts, and departments must earnestly enhance their service awareness, in-depth and precise guidance, and actively promote enterprises to carry out rectification and reform in accordance with standards.
Where conditions permit, a third-party professional unit can be entrusted to provide professional diagnostic services for the comprehensive situation of the company's rectification, equipment technology, environmental protection and safety level, and product market competition.

(2) Pay attention to follow-up supervision.
After the enterprise resumes production, the county and district industry and information technology, ecological environment, emergency management, market supervision, health, human resources, housing construction, fire protection and other departments must strengthen tracking and supervision, find problems, and promptly report to the county and district government to order the enterprise to stop production for rectification.
Relevant municipal departments should also regularly and irregularly supervise the effects of the rectification of chemical enterprises after resumption of production to ensure that the enterprises fully meet production standards.

(3) Strict work discipline.
All counties, districts, and departments must strictly follow relevant rectification standards, and check item by item, without compromising, adapting, or lowering standards.
The application materials submitted by the enterprise that intends to resume production must be true and valid.
Once any falsification is discovered, the enterprise's application for resumption of production shall be cancelled immediately.
