1. With regard to speeding up the introduction of the National Directory of Genetic Resources for Livestock and Poultry, the Ministry of China has accelerated the implementation of the relevant provisions of the Decision of the Standing Committee of the National People's Congress on the Comprehensive Prohibition of illegal wildlife trade, the removal of wildlife abuses, and the effective protection of the lives and health and safety of the people (hereinafter referred to as the Decision) and the Livestock Law of the People's Republic of China (hereinafter referred to as the Livestock Law). The formulation of the Directory of Genetic Resources (hereinafter referred to as the Directory) has solicited the opinions of 36 central and state organs, 31 provincial people's governments and the Xinjiang Production and Construction Corps, listened to the opinions of scientific research institutes, institutions of higher learning and industry experts and scholars, and solicited opinions from the public, and, after continuous revision and improvement, officially published the Directory approved by the State Council on May 29.
"Catalog" for the first time identified 33 kinds of domestic livestock and poultry, of which, pigs and other traditional livestock and poultry 17 species, plum deer and other special livestock and poultry 16 species.
At the same time, the public announcement of the Directory, the press draft, "the head of the Ministry of Agriculture and Rural Affairs on the "National Directory of Genetic Resources of Livestock and Poultry" to answer questions," timely issued the "Ministry of Agriculture and Rural Affairs Office on doing a good job in the National Directory of Genetic Resources of Livestock and Poultry to implement the relevant work notice."
On the same day, the National List of Genetic Resources of Livestock and Poultry, which is in line with the Directory, includes 898 local varieties, breeding varieties, introduced varieties and supporting systems of 33 species of livestock and poultry, including 1 local species of Jilin Plum Deer, 7 breeding species such as Shuangyang Meihua Deer.
At present, the State Forestry and Grass Administration is working with our Ministry to speed up the adjustment process of the National Key Wildlife Protection Directory, with a plan to remove the artificial breeding population of plum deer from the list and make a good connection with the Directory.
II, regarding the introduction of a nationwide transitional policy "catalog" belongs to the positive list of livestock and poultry breeding, domestic plum deer and other 33 kinds of animals included in the "catalog", the application of the Livestock Law and the Animal Epidemic Prevention Law and other laws and regulations;
The breeding link of plum deer at home, the farm (household) shall obtain the Certificate of Conformity of Animal Epidemic Prevention Conditions, and the breeding farm shall also obtain the License for the Production and Operation of Livestock and Poultry, and shall do a good job in disease surveillance, immunization and quarantine declaration in accordance with the provisions.
Our Ministry of "on doing a good job in the national directory of animal and poultry genetic resources to implement the relevant work notice", clearly requires the local agricultural and rural authorities to take the initiative to do a good job with the forest and grass departments to ensure that the management of special livestock and poultry is not absent.
3, on the standard system of regulating plum deer breeding and pig, poultry and other traditional livestock and poultry industries, domestic plum deer and other special livestock and poultry industrialization level is not high.
In order to speed up the standardization process of livestock and poultry breeding, our Ministry has carried out the standardization demonstration creation activities of livestock and poultry breeding since 2010 (including special livestock and poultry), with "good breeding of livestock and poultry, breeding facilities, production standardization, epidemic prevention institutionalization, dung harmless" as the main content, through publicity and mobilization, technical guidance, the creation of training and other work, excellent selection and selection to determine standardized demonstration farms, play a leading role in the demonstration field to improve the level of animal breeding and poultry standardization.
Local can be combined with the actual situation in the region, promote the creation of plum deer breeding standardization demonstration field, radiation-driven plum deer breeding standardization level, our Ministry will rely on scientific research institutes and industry associations to strengthen the technical guidance and services of plum deer breeding.
