Determine the directory of hospitals participating in the performance appraisal All provincial health administrative departments are requested to carefully sort out the directory of secondary and tertiary public hospitals in their jurisdiction, Before October 21, 2022, the list of hospitals newly added and withdrawn from the corresponding assessment level will be faxed to the Medical Administration and Hospital Authority
of our Committee in the form of official documents.
All provincial-level health administrative departments shall log in to the public hospital performance appraisal management platform from October 24 to November 4, 2022, and add to the "Resource Management" module the information of institutions and personnel newly included in the performance appraisal of secondary and tertiary public hospitals in 2022
.
The directory of public hospitals that need to be withdrawn from the assessment due to merger, cancellation, grade change, etc.
shall be handled
by system engineers in the background.
II.
Collect data on the homepage of inpatient cases All relevant hospitals participating in the assessment shall, as required, uniformly use the Notice on Printing and Distributing ICD Codes Related to Novel Coronavirus Infection (Guo Wei Medical Letter [2020] No.

and the adjusted catalogue of some surgical operation classification codes (see Annex 1), standardize the completion of the homepage of inpatient cases (relevant materials can be downloaded from the performance appraisal management platform of public hospitals), and upload the data on the homepage of inpatient cases in 2022 to the national hospital quality monitoring system ( in accordance with the "Performance Appraisal and Medical Quality Management Inpatient Case Homepage Data Collection Quality and Interface Standards (2020 Edition)"
。 Hospitals that have participated in the 2021 annual performance appraisal shall, in accordance with the above requirements, upload the data on the first page of the previous month's inpatient cases to the national hospital quality monitoring system
before the 15th of each month.
Newly included hospitals shall upload the data on the homepage of inpatient cases for the whole year of 2020, the whole year of 2021, and January to October 2022 to the national hospital quality monitoring system
before November 15.
Starting from December 2022, the data upload on the homepage of the previous month's hospitalization case will be completed by the 15th of each month
.
3.
Complete other related tasks on time (1) Hospital satisfaction survey
.
All relevant hospitals shall complete the 2022 annual satisfaction survey before December 31, 2022
in accordance with the relevant work requirements of the hospital satisfaction survey organized by our committee.
(2) Quality evaluation
between clinical laboratories.
All relevant hospitals shall participate in the quality evaluation of
clinical laboratories in accordance with relevant work requirements.
Among them, tertiary public hospitals shall participate in the inter-laboratory quality evaluation of clinical laboratories organized by the National Clinical Laboratory Center, and second-level public hospitals shall participate in the inter-laboratory quality evaluation of
clinical laboratories organized by the provincial clinical laboratory centers where they are located.
(3) Maintain relevant personnel information

All relevant hospitals shall maintain the relevant personnel information
of their hospitals in the electronic registration system of medical institutions, physicians and nurses of the National Health Commission before December 31, 2022.
Among them, anesthesia, pathology and infectious disease physicians should be maintained in specific departments

The collection of data required by other systems is carried out
in accordance with the relevant requirements.
IV.
Dynamic adjustment of relevant surgical catalogs used in performance appraisal According to the requirements of performance appraisal work of public hospitals, our committee organized and formulated a three-level surgical catalog, a four-level surgical catalogue and a minimally invasive surgery catalogue for performance appraisal, and established a dynamic adjustment mechanism
for surgical catalogues according to clinical reality and the development of medical technology.

Each relevant tertiary public hospital shall separately refer to the published "Catalogue of Three-level Surgery for Performance Evaluation of Second-level Public Hospitals (2020 Edition)", "Catalogue of Fourth-level Surgery for Performance Assessment of Public Hospitals (2nd Edition)" and "Catalogue of Minimally Invasive Surgery for Performance Evaluation of Public Hospitals (2nd Edition)", combined with the actual clinical situation of the hospital, fill in the "Application Form for Suggestions for Revision of Catalogues Related to Performance Appraisal Surgery (Hospital)" (see Annex 2) in a unified format and submit it to the provincial health administrative department

(2) Each province submits an application
for proposals.
Each provincial health administrative department organizes clinical and coding experts, combines clinical reality and medical technology development to screen and form a provincial recommendation application, fill in the "Performance Evaluation Surgery Related Directory Revision Proposal Application Form (Provincial Level)" (see Annex 3), and submit it to the mailbox of the National Health Commission Medical Management Center (zlpjc@ncmsa.

(3) Precautions

When proposing the revision of the catalogue related to performance appraisal surgery, each province and hospital should ensure that the names and codes of the newly added surgical operations meet the requirements of
the documents.
On the basis of the original catalogue, the proposed new third, fourth and minimally invasive surgical procedures submitted by each province should not exceed 500, 500 and 100 respectively
