Recently, Jiangsu Province, health care, health, finance and other departments jointly issued "on the establishment of public medical institutions medical services dynamic adjustment mechanism pilot guidance." In 2018, Changzhou City, Jiangyin City and Kaidong City will be selected to carry out a pilot project on the dynamic adjustment of the prices of medical services in public medical institutions in the region, and by 2020, a dynamic adjustment mechanism for the price of medical services based on changes in reasonable cost and income structure will be fully established throughout the province.
The Opinions clearly state that the dynamic adjustment of the price of medical services should be fully innovated in the areas of price management system, cost control of medical services, cost measurement of medical services, and price adjustment mode of medical services, so as to achieve a significant increase in the proportion of medical service income reflecting the value of technical services such as nursing, consultation, surgery and traditional Chinese medicine, and a significant decrease in the proportion of income from inspection, medicine, consumables, etc. In accordance with the principle of "classification guidance, optimization of structure, up and down, step by step in place", on the basis of not breaking through the scale of medical service price adjustment, the price of medical services in the pilot areas is based on reasonable costs, maintaining reasonable price differentials between three, two and one types of hospitals, and moderately tilting towards weak areas such as Chinese medicine, pediatrics, gynaecology, mental health, infectious diseases and rehabilitation.
