In order to further strengthen the safety management of inspection and maintenance operations of chemical enterprises and contractors, the Hubei Provincial Work Safety Administration has formulated the "Double Eight Regulations on the Safety Management of Inspection and Maintenance Operations of Chemical Enterprises and Contractors.

Emergency response: A special emergency response plan must be formulated, and a rehearsal should be organized when necessary.
It must be confirmed that the contractor has a corresponding emergency plan and an on-site emergency response plan for operation risks.

Note: Chemical enterprises include enterprises producing, operating, storing, and using hazardous chemicals.

Qualification requirements: Must have corresponding qualifications and independent operation ability, and be fully responsible for safe production at the job site.
Before entering the factory for construction operations, it is strictly forbidden to subcontract the main project.

Safety agreement: A safety management agreement must be signed with the enterprise to clarify the scope and responsibilities of safety management of both parties, and a construction plan must be formulated, including organizational structure (the composition of each functional organization, their respective responsibilities, mutual relations, etc.
), personnel composition (project responsible Personnel, person in charge of each organization, person in charge of each profession, etc.
), technology (schedule arrangement, key technology plan, plan for major construction steps, etc.
), emergency (general safety requirements, analysis of construction risk factors, safety measures, emergency plan for major construction steps) Wait.

Safety training: The education and training of construction personnel must be strengthened, training and education files for practitioners must be established, and admission examination shall be strictly controlled.
Those who fail to pass the examination are strictly prohibited from arranging admission operations.

Safety clarification: site surveys must be conducted in accordance with the company’s safety clarifications, project process and on-site risk evaluation, construction operation risk assessment reports must be prepared and submitted to the company for review.

Tools and equipment: Must be equipped with facilities and equipment that meet safety requirements, equipped with necessary safety protection equipment, safety signs, etc.

Qualifications of personnel: The qualifications of special operators and special equipment operators must be strictly checked, and they must be certified.
The personnel arranging construction operations must be those who have signed formal labor contracts, purchased work-related injury insurance and personal accident insurance.

7.
On-site supervision: Special personnel must be assigned to supervise the construction site throughout the entire process.
All operations must be approved in writing, according to the content of the job ticket, and at the specified time, place and content.
It is strictly forbidden to change the operator, location and content of the job without authorization, and it is strictly forbidden to work without a ticket.
