Effectively prevent and control hidden risks in the quality and safety of special foods and salt

 

01Improve risk prevention and control mechanisms and carry out solid investigation of potential risks

 

First, in combination with special actions such as "guarding the bottom line, detecting hidden dangers, and ensuring safety", "large-scale investigation, large-scale investigation, large-scale rectification", focus on urging the circulation of special foods and salt to obtain business licenses and food business licenses in accordance with the law (food business operators who only sell prepackaged foods shall file in accordance with the law).

Implement requirements such as purchase inspection records, special counter sales, consumption tips, list management, checking product registration information, checking product labels and instructions, and legal marketing and publicity, especially standardizing the sales and publicity of
key products such as infant formula milk powder, slimming functional health foods, and health foods related to the elderly.
Comprehensively investigate and deal with hidden risks, and effectively ensure the quality and safety
of special foods and salt throughout the year.
There are a total of 2,249 special food trading enterprises in the whole Union, up to now, a total of 2,409 households have been inspected, and 119 hidden dangers of general problems have been found, most of which are problems that special food counters have not been set up, special foods and ordinary foods are mixed, and consumption tips and standardized management lists are not in place, and all rectification has been completed
。 The second is to rely on the "risk control platform" to carry out a comprehensive and meticulous investigation and sorting, the All-Union salt wholesale enterprises and mother, baby, maternity and baby stores and other special food main enterprises safety risk hidden dangers to investigate, the platform daily self-inspection insistence is not in place, self-inspection is not perfect enterprises to carry out key inspections, up to now, the main body occupancy rate, self-inspection rate, supervision and inspection rate of special food and salt main enterprises have reached 100%, and the list of food safety risks, prevention and control measures and responsibility lists
have been improved 。 In accordance with the "Provisions on the Supervision and Administration of Enterprises' Implementation of Food Safety Subject Responsibility", supervise the supervisors at the same level and special food and salt operators to apply the functional modules of the Inner Mongolia risk control platform, implement the supervision and inspection of regulatory departments and the work tasks of "daily control, weekly inspection, and monthly scheduling" of enterprises in accordance with the established process requirements, and upload relevant records and reports such as daily self-inspection forms, weekly inspection reports, and monthly scheduling meeting minutes to the risk control platform

02 Urge enterprises to implement their main responsibilities

 

Take daily supervision and special rectification as the starting point, increase the intensity and density of supervision and inspection, and increase the investigation and handling of illegal acts in the business of special foods and salt

First, in accordance with the work deployment of the key tasks of food safety supervision in the whole region, carry out "double random, one public" spot checks and inspections for 30% of the total number of special food trading enterprises in the whole Union, strengthen the daily supervision of special food business links, carry out key inspections for risk points, investigate and deal with violations of laws and regulations according to their authority, supervise the implementation of rectification of problems, and publicize inspection information and case investigation information
in accordance with the law.
A total of 1,021 enterprises were inspected by the "double random, one public" random inspection of the whole Union, of which 14 were inspected by the Xing'an Meng Market Supervision Bureau, and 10 problems were found, all of which have been rectified

Second, in accordance with the requirements of the Notice of the Inner Mongolia Autonomous Region Market Supervision Administration on Matters Related to the Random Inspection and Assessment of Food Safety Management Personnel of Special Food Producers and Operators, this work was carried out solidly, and 2,168 business operators were entered into information, and up to now, a total of 1,107 business food safety management personnel were organized to participate in the examination, and the coverage rate of special food producers and traders in the random inspection and assessment work reached 51%, and the pass rate of the examination reached 77.

03 Continue to deepen problem rectification

 

Summarize and exchange the experience of special cleaning and rectification in the health food industry, adhere to the problem-oriented, and continue to comprehensively manage key and difficult problems

First, in order to ensure the quality and safety of special foods and salt during the "May Day" period of our alliance, the market supervision system of the whole alliance continued to carry out the safety inspection of special foods and salt during the "May Day" period, and strengthened the safety supervision
of special foods and salt.
This time, a total of 106 people (times) were dispatched to inspect 189 special food and salt businesses, standardized management of special food and salt business, implementation of evidence and tickets, purchase inspection in place, and individual special food counters, consumption tips and standardized management lists are not in place, and rectification

suspected illegal sales of special foods.
Combined with the "double random, one public" spot check work, a total of 612 households were inspected, including 98 infant formula milk powder business enterprises, salt wholesale, retail, major supermarkets health food counters, and pharmacies health food operators, including 98 infant formula milk powder trading enterprises.

04 Strictly implement the standardized management list

the progress of the "two lists" of salt and infant formula milk powder in the All-Union on the basis of consolidating the health food posting list and the eight prohibitions.
In response to the problem of inconsistent printing of the list of enterprise health food and the eight prohibitions, the Market Supervision Bureau of the League has uniformly printed more than 9,000 copies of the list, the eight prohibitions and warning words, all of which have been sent to enterprises for posting

Up to now, more than 16,000 copies of various lists and health food warning language reminders have been distributed, urging special food and salt operators to conscientiously perform their statutory responsibilities and obligations, prohibit the mixed sale of special foods with ordinary foods and drugs, and post business standard management lists and warning words
