The Customs Tariff Commission of the State Council issued an announcement on the 15th on temporarily not implementing additional tariff measures on certain imported goods originating in the United States.
The full text is as follows: Inorder to implement the results of the recent negotiations between China and the United States on economic and trade issues, in accordance with the "Customs Law of the People's Republic of China" "Foreign Trade Law of the People's Republic of China", "Regulations of the People's Republic of China on Import and Export Tariffs" and other laws and basic principles of international law, the Tariff Commission of the State Council has decided not to impose additional tariff measures on some imported goods originating in the United States for the time being.
The relevant matters are as follows:1.
Starting from 12:01 on December 15, 2019, the "Announcement of the Tariff Commission of the State Council on Imposing Tariffs on Certain Imported Commodities Originating in the United States (Third Batch)" (Tax Commission) Announcement [2019] No.
4) Annex 2 goods are temporarily not subject to the additional tariff measures stipulated in the Tax Commission Announcement [2019] No.
4.
That is: the 749 tax items listed in the first part of Annex 2 of the Tax Commission Announcement [2019] No.
4 and the 163 tax items listed in the second part of the Announcement [2019] No.
4 will temporarily not be levied on the additional 10% of the Tax Commission Announcement [2019] No.
4 For the 634 tax items listed in Part III of Annex 2 and 1815 tax items listed in Part IV, the 5% tariff imposed by the Tax Commission Announcement [2019] No.
4 is temporarily not levied.
The implementation time will be notified separately.

From 12:01 on December 15, 2019, the "Announcement of the Tariff Commission of the State Council on the Resumption of Additional Tariffs on Automobiles and Parts Originating in the United States" will not be implemented for the time being (Tax Commission Announcement [2019] 5 number).
That is: from 12:01 on December 15, 2019, the "Announcement of the Tariff Commission of the State Council on Suspension of Additional Tariffs on Automobiles and Parts Originating in the United States" (Tax Commission Announcement [2018] No.
10) The 28 tax items listed in Annex 1 continue to suspend the levy of 25% in the "Announcement of the Customs Tariff Commission of the State Council on Imposing Additional Tariffs on Imports of US$50 Billion Originating in the United States" (Tax Commission Announcement [2018] No.
5) For the 116 tax items listed in Annex 2 of the Tax Commission Announcement [2018] No.
10, continue to suspend the collection of the "Announcement of the Customs Tariff Commission of the State Council on Imposing Additional Tariffs on Imports of Approximately US$16 billion Originating in the United States" (Tax Commission Announcement [2018] No.
7) imposed a 25% tariff; for the 67 tax items listed in Annex 3 of the Tax Commission’s Announcement [2018] No.
10, the tax The Announcement on Imposing Additional Tariffs on Imports of Approximately US$60 billion (Tax Commission Announcement [2018] No.
8) imposes an additional 5% tariff.
The implementation time will be notified separately.
