Introduction: in recent years, poultry consumption in the United States has increased year by year At present, the annual consumption of poultry meat in the United States is more than 2.8 million tons, including 1.3 million tons of imported poultry meat, accounting for 46% of the total consumption Due to the influence of "mad cow disease" and "foot-and-mouth disease" on the export of livestock products in Europe, the import of livestock and poultry products in the United States is more to Asia, which brings good opportunities for the export of poultry and meat in China However, some experts believe that poultry meat entering the U.S market must be produced according to the same requirements as the U.S standards, which puts forward new requirements for poultry meat production, packaging, inspection, sales and other links Therefore, in order to occupy the U.S market to the maximum extent, we must make some understanding of its relevant provisions First, poultry meat entering the United States must come from countries and manufacturers recognized by the food safety inspection service (FSIS) of the United States Department of agriculture No matter which country wants to obtain the qualification of poultry meat exported to the United States, FSIS will evaluate the inspection system of that country to ensure the safety, hygiene and correct labeling of poultry meat Generally, the assessment includes two parts: document review and on-site inspection The technical experts will evaluate the relevant laws, regulations and other written materials of the applicant country, focusing on five key areas of risk, namely pollution, disease, processing, residue and law-abiding operation If the documents pass the examination, FSIS will send a technical expert group to conduct field investigation to evaluate 5 key areas and other aspects of the inspection system, including the equipment, facilities, laboratories, training programs and inspection work of the factory If FSIS determines that the country's inspection system is basically equivalent to that of the United States, the country may be eligible to export poultry meat to the United States In addition, FSIS also recognizes poultry meat and its packaging labels that enter the U.S market Approved export factories shall obtain labeling standards before producing export products The label must be printed in English and marked in accordance with the U.S product ingredients and labeling regulations Generally speaking, the label shall include the following contents: product name, country of origin and factory, factory or wholesaler name, address, net weight (pounds and ounces), preservation status of various ingredients, etc The label on the outside of the large packing box of the product does not need to be approved, but FSIS will check the label on the outside of the packing box when it is inspected at the import port Therefore, the front label on the outside of the packing box must have the following contents: product name, country of origin, factory code, landing port, etc., and a certain position shall be reserved for us import inspection and seal In addition, special processing status, such as "keep refrigeration" or "keep frozen", shall be indicated on the outside of the box, indicating the name and address of the export factory or importer All contents must be printed on the outside of the box in English or pasted on the outside of the box in the form of labels, and shall not be replaced by handwriting When the goods arrive at the U.S port, the declaration form must be submitted to the local customs within 5 working days According to FSIS regulations, poultry meat and its products need to be sent to the Customs together with two kinds of tickets: one is the inspection certificate of the exporting country The certificate shall indicate the country of export, manufacturer, port of destination (wharf) and quantity; prove that the product has passed the inspection before and after slaughter by the inspection agency of the exporting country; and ensure that the product is safe and sanitary, free from adulteration, with correct marks, and in conformity with the regulations of the United States Second, import inspection application form These documents will be sent to the animal and plant health inspection agency (APHIS) to check whether they violate the U.S animal and plant health restrictions When the data show that they are in conformity with the regulations of customs and aphis, the documents will be sent to the FSIS import inspection office (IFO) which carries out the import port inspection The contents of the inspection application form will be input into the FSIS central computer system, i.e the automatic import information system (AIIS) The AIIS automatic retrieval memory bank will determine whether the country, the factory and the product are qualified to export poultry or meat products to the United States 。
