Among them, the "New Coronary Pneumonia Epidemic Risk Area Delineation and Control Plan" (hereinafter referred to as the "Plan") mentions that in the process of epidemic handling, if individual cases and asymptomatic infected persons have a low risk of transmission to their place of residence, work and activity area, close contacts have been controlled in time, and after research and judgment that there is no risk of community transmission, the risk area
may not be delineated.
The "Plan" points out that it is necessary to scientifically delineate risk areas, adhere to the principle of "prevention first, combination of prevention and treatment, scientific according to law, and graded classification", and realize the organic combination and rapid transformation
of normalized and precise prevention and control and emergency response to the epidemic.
Once a local epidemic occurs, it is necessary to accurately divide the county (city, district, banner) where the cases and asymptomatic infections are located into high-risk areas and low-risk areas as soon as possible, coordinate all forces, implement categorical management measures, timely and dynamically update risk levels and control measures according to the epidemic situation, and actively release
them to the public 。
In the process of handling the epidemic, if the risk of transmission caused by individual cases and asymptomatic infected persons to their place of residence, work place and activity area is low, and close contacts have been controlled and controlled in a timely manner, and there is no risk of community transmission after research, the risk area may not be delineated; Counties (cities, districts, and banners) that do not have local epidemics should effectively implement normalized epidemic prevention and control measures, and there is no need to designate risk areas

(1) High-risk areas

Classification criteria
.
In principle, areas such as the place of residence of infected persons, as well as workplaces and activities with frequent activities and a high risk of epidemic transmission, are classified as high-risk areas

High-risk areas are generally defined
by units and buildings.
In cases where the risk of transmission is unclear or there is widespread community transmission, the delineation
of high-risk areas can be moderately expanded.
The scope of the risk area can be dynamically adjusted
according to the results of the flow survey.
2.
Prevention and control measures
.
Lockdown measures were implemented, during which "staying at home and providing door-to-door service"
were implemented.
If new infected persons are found during the lockdown period, the local joint prevention and control mechanism will organize and carry out risk research and judgment, and in accordance with the requirements of "one district, one policy", the original lockdown area can be extended in whole or in part for the lockdown time
.
3.
Removal of criteria
.
No new infections were found in the high-risk area for 5 consecutive days, and all personnel in the risk area completed a round of nucleic acid screening on the 5th day, which was reduced to a low-risk area
.
High-risk areas that meet the conditions for unblocking should be unblocked
in a timely manner.
(2) Low-risk areas

Other areas of the county (city, district, banner) where the high-risk area is located are designated as low-risk areas

Implement "personal protection and avoid gathering", and leave the city with a negative nucleic acid test certificate
within 48 hours.
After all high-risk areas are lifted, counties (cities, districts, and banners) will implement normalized prevention and control measures

In addition, the Plan also mentions that confirmed cases and asymptomatic infections with the following circumstances are not included in the determination
of risk areas.

Confirmed cases and asymptomatic infections found during centralized isolation medical observation shall be assessed by investigation as having no risk
of transmission outside the centralized isolation point.
2.
Confirmed cases and asymptomatic infections found during home isolation medical observation are assessed as not at risk
of transmission outside the home after investigation.
3.
Confirmed cases and asymptomatic infections found during the strict closed-loop management of employees in high-risk positions shall be assessed as having no risk
of transmission from people outside the closed loop after investigation.
4.
Persons with positive nucleic acid test after discharge (cabin) shall be assessed as having no risk of
transmission after investigation.
5.
The nucleic acid test Ct value is ≥ 35, and the imported persons
have been screened as previously infected persons.
