Recently, Hebei issued the "Three-year Action Plan for Special Remediation of Hazardous Chemicals and Special Remediation of Functional Areas such as Industrial Parks" (the "Plan").

According to the "Plan", from May to the end of this year is the stage of investigation and remediation, it is required that the completion rate of park safety risk assessment, the completion rate of the intensive and visualized safety supervision information sharing platform, the completion rate of the park safety production information platform, the province's completion rate before the end of 2022 The monitoring rate of major hazard sources in the hazardous chemical safety monitoring and early warning system has reached 100%.

At the same time, a cross-departmental joint working mechanism will be established to carry out a "look back" and further verify the risk level in accordance with the "Chemical Park Safety Risk Inspection and Governance Guidelines (Trial)".

In terms of logistics storage, focus on comprehensive inspections of storage warehouses for hazardous chemicals, fireworks, firecrackers, ammonia-related refrigerants and other flammable, explosive, toxic and hazardous materials.

In terms of improving park safety supervision, speed up the improvement of team supervision ability, and gradually promote the supervision and law enforcement personnel of key counties (cities, districts) of hazardous chemicals to carry out job training in large state-owned chemical enterprises; make full use of information technology to improve safety supervision level and be strong Promote the construction and application of an informatization and intelligent platform for safe production in chemical parks, realize real-time risk monitoring and early warning for enterprises, key sites, major hazards, and infrastructure in the park, complete the construction of an informatization platform for safe production in the park; accelerate the safety of hazardous chemicals in the province Construction of a production risk monitoring and early warning system, and establishing and perfecting an automatic early warning mechanism and management system for a safety risk monitoring and early warning system, and preliminary realization of functions such as safety risk classification and hierarchical automatic early warning.

In addition, the "Plan" also mentioned that the park should strengthen the construction of emergency response guarantee capabilities, fully grasp the emergency-related information of the park and enterprises, establish a risk notification and emergency linkage system with the surrounding communities in the park, and release early warning information in a timely manner; implement prevention and emergency response Measures to establish an emergency rescue linkage mechanism with key emergency rescue forces around the park.
