According to the "Plan", the selection of environmental protection "leaders" will adopt the principle of oriented to key industries, voluntary declaration by enterprises, focusing on 5 indicators, namely: the implementation of pollutant emissions is stricter than the current national and local standards, and the emission level is leading in the same industry; The proportion of coal in energy consumption is low, and the carbon emissions per unit product has reached the international advanced level; the implementation of green supply chain environmental management, strict screening of the environmental protection level of raw material supply enterprises, and the use of environmental label certification products for production and office use; high level of resource and environmental efficiency, each The main pollutant discharge, energy consumption, and water consumption of the output value of 10,000 yuan are at the leading level in the same industry in Hebei Province; the products of the enterprise meet or exceed the national quality standards and have excellent performance.

As the lead organization unit for the selection and release of environmental protection "front-runners", relevant persons from the Hebei Provincial Environmental Protection Department stated that they will entrust a third-party organization to carry out the selection work, and the selection and release will be conducted every two years for dynamic updates.
