Article 2 The term “chemical park” as mentioned in these Measures refers to an industrial cluster composed of multiple related chemical enterprises or projects, with the development of the chemical industry as the leading direction, clear geographic boundaries and management entities, and complete infrastructure and management systems.
Article 3 The recognition of a chemical park only determines whether the park has the conditions for agglomeration and development of the chemical industry, and does not change the existing management ownership of the park.

(3) A leading chemical industry with outstanding product characteristics should be formed, and the main business income of the chemical industry in the park should reach more than 60%.
(4) The park has relevant professional reports such as the overall safety risk assessment report and the planning environmental impact assessment report within the approved time limit.
(5) The boundary of the park meets the requirements of external protection distance.
(6) The closed management of major hazard sources and key production areas in the park.
(7) According to the planned industrial situation and main product characteristics, the park should set up a professional management organization, with effective management capabilities such as safety, environmental protection, and emergency, and be equipped with professional management personnel to meet the safety production needs of the park, and be equipped with corresponding emergency rescue forces.
(8) For the safety management involving "two priorities and one major" (hazardous chemical processes under key supervision, hazardous chemicals under key supervision, and major sources of hazardous chemicals), the park establishes risk-level control, hidden danger inspection systems and safety supervision information In the archives, flammable gas and toxic gas leakage monitoring devices, detection alarm devices and emergency shut-off devices are installed in production facilities and storage facilities.
(9) The park or key enterprises in the park have a safety and environmental protection (atmosphere, surface water, groundwater and soil environment) monitoring and control system, covering all primary and secondary major hazard sources and sewage outlets, and regular monitoring is carried out.
(10) Possess relatively concentrated sewage treatment facilities.
(11) The solid waste and hazardous waste generated in the park must be safely disposed of, and the safe disposal rate of hazardous waste shall reach 100%.
(12) The park shall have public works and auxiliary facilities such as power supply, water supply, heat supply, industrial gas supply, and public pipeline corridors that meet the needs of normal production.
(13) Actively promote the green, informatization, and intelligent construction and development of the park and the enterprises in the park.
Article 5 Provided that the relevant conditions of Article 4 are met, in accordance with the Guizhou Chemical Industry Park’s certification scoring standards (hereinafter referred to as "scoring standards"), the planning and layout of the park, public infrastructure, safety production, environmental protection, economic development, etc.

(1) Basic information of the park;
(2) The overall plan of the park or the high-tech zone, economic development zone, and industrial park where the park or the park is located and the planning approval document;
(3) Industrial planning of the park and expert opinions;
(4) Relevant documents concerning the legal land use in the park;
(5) The overall safety risk assessment report and approval documents of the park;
(6) The planning environmental impact assessment report and approval documents of the park, or the planning environmental impact follow-up assessment report and approval documents;
(7) The public infrastructure facilities in the park, including the roads, pipe networks (water, electricity, gas, materials), heat supply, gas supply, sewage treatment, fire protection, monitoring and control system and other infrastructure completion acceptance documents or related certificates in the park material;
(8) The establishment of park management institutions, the establishment of various management systems and related documents;
(9) A letter of commitment for the authenticity of the materials;
(10) Other materials that need to be submitted.
Article 7 The application materials shall be reported to the municipal (prefecture) people’s government level by level, after preliminary review by the municipal (prefecture) people’s government, and preliminary scoring in accordance with the "Scoring Standards", if the total score reaches 60 points or more (including 60 points), the The people's government of the city (prefecture) where it is located shall be submitted to the Provincial Department of Industry and Information Technology as an official document.
Article 8 After the Provincial Department of Industry and Information Technology receives the application documents for the identification of the chemical park of the municipal (prefecture) people's government, it shall, in conjunction with the relevant departments, handle it in accordance with the following procedures:
(1) The Provincial Department of Industry and Information Technology entrusts a third-party professional organization or organizes relevant experts to conduct on-site audits, score in accordance with the "Scoring Standards", and form on-site audit reports.
(2) The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission, the Provincial Emergency Department, the Provincial Department of Ecological Environment, the Provincial Department of Natural Resources and other departments based on the preliminary review and preliminary scoring of the municipal (prefecture) people's government of the park, and the expert on-site review report , According to the division of responsibilities, issue review opinions, and combine the actual development of the province's chemical industry to determine the list of chemical parks to be identified.
(3) The list of chemical parks to be identified will be publicized on the website of the Provincial Department of Industry and Information Technology.
After the publicity has no objection, it will be submitted to the Provincial Government for approval.

Article 10 In principle, newly-built chemical projects in the province must enter the recognized chemical parks.
If it is indeed unable to meet the needs of project construction, new chemical parks may be considered.
The planning and construction standards of a new chemical park shall be implemented in accordance with Article 4 of these Measures, and within five years from the construction, an application shall be applied for identification as a chemical park.
The chemical enterprises settled during the construction period of the new chemical park shall be identified and managed by each city (state) in accordance with the key monitoring points.

Those who no longer meet the requirements for identification shall be rectified in accordance with the law and within a prescribed time limit, and those that still fail to meet the requirements after rectification shall be revoked from the qualification of the chemical park.
Article 12 For chemical parks that have been identified as major or above production safety accidents or environmental emergencies, they shall be ordered to rectify within a time limit in accordance with laws and regulations.
During the rectification period, they shall suspend the construction, renovation, and renovation of projects other than the rectification of potential safety hazards and environmental pollution control projects.
