Yesterday, the Guangdong Provincial Medical Insurance Bureau issued a notice to solicit opinions on the implementation plan of Guangdong Pharmaceutical Group's mass procurement.
It is planned to include the medicines in the medical insurance catalogue with the same generic name and the same dosage form in order of the purchase amount from high to low.
The scope of this procurement is far beyond the scope of the TOP200 varieties previously circulated in the industry.
The subjects participating in the bulk procurement of provincial drug groups are all public medical institutions (including military medical institutions, the same below), as well as voluntary medical insurance designated social medical institutions and designated pharmacies.
Purchasing entities report the first year's purchase demand based on factors such as the amount of use in the previous year, the characteristics of clinical use, and the development of medical technology.
In principle, public medical institutions will continue to purchase the selected products if the actual demand for drugs exceeds the agreed purchase amount.
For generic drugs (referred to as over-rated drugs), original research drugs and reference preparations that have passed the consistency evaluation, no quality grouping is set up, and the same generic name and the same dosage form are directly used as the competition unit;
For drugs that have not been covered by the consistency evaluation (referred to as non-over-rated drugs), in principle, no more than two drugs with the same generic name and the same dosage form shall be grouped in accordance with the requirements of quality and supply standards.
In accordance with the reasonable price difference relationship, the different dosage forms, specifications, packaging and purchase quantities of the same generic drugs with similar clinical effects and the same route of administration are combined to promote competition.
If the number of generic drugs with the same generic name and the same dosage form that have been evaluated on the online drug exceeds 3, the products that have not been evaluated will no longer be included in the provincial mass procurement and online procurement.
