Ren Yiwen, member of the committee, pointed out that at present, China's wetland related legislation includes environmental protection law, water law, water and soil conservation law and fishery law, but there is still a lack of national laws on wetland protection and rational utilization The concept of wetland in the existing laws and regulations is still vague, and the boundary of wetland protection and management is unclear; wetland nature reserves are protected by law, while other natural wetlands need to be protected or not, and how to protect them are not clearly defined by law It is suggested that Pan Liang, member of the Committee of ecological red line, should start the protection of ecological red line and delimit four ecological red lines of wetland protection in our province At the same time, the assessment of red line protection should be included in the assessment of local governments Some members also proposed that the red line of wetland protection includes the red line of the total wetland area of the province, the red line of all kinds of important wetland areas at all levels; the red line of wetland biological resources utilization, especially important species; the red line of wetland water quality, aquaculture and industrial discharge; and the red line of ecological invasion control Action to promote the inclusion of wetland protection regulations in the legislative plan the Provincial Legal Affairs Office said that it would fully investigate the difficulties encountered in wetland protection, organize experts to conduct consultation and demonstration for various hot and difficult issues, such as wetland scope, management system, mangrove management, etc., and coordinate and promote the inclusion of the Fujian wetland protection regulations (Draft) in this year's legislative plan The Provincial Department of environmental protection suggested that wetland protection should be included in the economic and social development plan, and wetland ecosystems such as rivers, lakes and coastal areas should be taken as the focus of new natural reserves For natural wetlands with important ecological status or seriously damaged, protection areas should be defined as soon as possible, and various forms should be adopted to promote the rescue protection of natural wetlands, so as to implement strict and effective protection of wetlands The provincial development and Reform Commission proposed that the next step would be to speed up the implementation of the wetland protection plan in place, and strive for the support of the central government to do a good job in the preparation of the implementation plan of the wetland protection plan.
