Minister of Agriculture Han Changfu said at the meeting that this year my country will build 11 high-standard water-saving agricultural demonstration zones, 200 demonstration counties for fertilizer reduction and efficiency enhancement, and 600 demonstration bases for integrated control of disease and insect pests and green prevention and control; create a green animal husbandry industry.
Develop demonstration counties and fisheries healthy breeding demonstration counties, with a proportion of 51% of the demonstration area of healthy aquaculture breeding; carry out a number of measures such as the comprehensive utilization of livestock and poultry manure and the pilot project of pollution control of livestock and poultry aquaculture in the Dongting Lake area to promote green agricultural development.

At present, the excessive utilization of agricultural resources and insufficient comprehensive utilization of agricultural waste coexist in my country.
The constraints on arable land and water resources are becoming increasingly tight, and the effective utilization rate of livestock and poultry manure, crop straw, and agricultural film is low.
It is understood that next year, China will further implement the zero-growth action for the use of fertilizers and pesticides, vigorously promote fertilizer reduction and efficiency enhancement technologies, and accelerate the promotion and application of green prevention and control technologies; promote the utilization of agricultural waste resources, and actively develop third-party treatment and management of livestock and poultry manure.
Socialized services, improve the harmless treatment mechanism of sick and dead livestock and poultry, do a good job in the comprehensive utilization of straw in main production areas, improve the subsidy mechanism for diversified use of straw; do a good job in managing outstanding problems in agricultural resources and the environment, and expand the pilot area and scale of farmland rotation and fallow, Speed up the implementation of the restoration of pasture to grassland and the management of cultivated grasslands in the agro-pastoral transition zone.
At the same time, we will promote standardized agricultural production, accelerate the establishment of a green ecologically-oriented agricultural subsidy mechanism, and promote greener and safer agricultural development in my country.
