Specific policy measures include: increasing financial support, implementing supporting policies such as tax reduction and exemption, giving preferential accounting systems, and innovating and improving financial service support.
The "Opinions" clearly include contract energy management projects into the central budget for investment, and the central government's special fund support for energy conservation and emission reduction, and grant financial subsidies or rewards.
By 2012, support and cultivate a group of specialized energy-saving service companies, develop and expand a group of comprehensive large-scale energy-saving service companies, and establish a vibrant, distinctive, standardized and orderly energy-saving service market.
By 2015, a relatively complete energy-saving service system will be established, and contract energy management will become one of the main methods for energy-consuming units to implement energy-saving transformation.
Experts from the China Epoxy Industry Association ( said that the comprehensive promotion of contract energy management in the chemical industry requires the government to vigorously promote and enterprises to attach great importance to it.
The chemical industry in Shanghai, Yunnan and other places has achieved relatively good results.
It lies in the early start and high intensity.
There must be good energy-saving technologies that can produce tangible benefits.
In addition, to speed up the establishment of comprehensive energy-saving service companies in the industry, large petrochemical companies need to introduce a top-down contract energy management overall promotion plan and specific supporting measures.
