Recently, the General Office of the Provincial Government issued the "Opinions on Promoting the High-quality Development of the Province's Prepared Vegetable Industry" (hereinafter referred to as the "Opinions"), and the relevant content is now interpreted as follows:

Drafting background and process

 

In recent years, the prepared vegetable industry has developed rapidly and has become an emerging industry
that extends the agricultural industrial chain, improves the value-added of agricultural product processing, and promotes farmers to increase income and become rich.
Our province is a large agricultural province, but also a large agricultural product processing province, with the foundation and conditions for the development of prepared vegetables, the development of the prepared vegetable industry started early, the supply of raw materials is guaranteed, there are many agricultural product processing enterprises, and the distribution capacity is strong
.
Our province attaches great importance to the development of the prefabricated vegetable industry, and the report of the 12th Provincial Party Congress clearly puts forward "supporting the development of the prefabricated vegetable industry" and seizing the current "outlet"
of the development of the prefabricated vegetable industry.
In order to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, establish the concept of big food, implement the decision-making and deployment of the 12th Provincial Party Congress, and promote and guide the healthy, orderly and high-quality development of the prepared vegetable industry, according to the relevant work deployment of the provincial government, the Provincial Department of Agriculture and Rural Affairs took the lead in studying and formulating policy documents
to support the high-quality development of the prepared vegetable industry in our province.

 

Since the beginning of this year, the Provincial Department of Agriculture and Rural Affairs has organized and held special symposiums on the development of the prefabricated vegetable industry for many times, carried out field research, solicited the policy needs of market entities, collected relevant provincial departments and policy measures, and fully absorbed the proposals and suggestions of the provincial CPPCC members on prefabricated vegetables, studied and drafted the "Opinions" (draft for comments), which were studied and approved
by experts in the prefabricated vegetable industry, industry associations and enterprise representatives.
After consulting and requesting the Publicity Department of the Provincial Party Committee, the Provincial Development and Reform Commission and other departments, countersigning, and performing procedures such as risk assessment, fair competition review, and legality review, it will be submitted to the executive meeting of the provincial government for study and approval

First, the overall requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement General Secretary Xi Jinping's important expositions on the work of "three rural areas" and important instructions and requirements for Shandong's work, complete, accurate and comprehensive implementation of the new development concept, implement the overall deployment of the provincial party committee and the provincial government to "walk ahead and open a new situation", seize the commanding heights of the development of the prefabricated vegetable industry, and build an industrial highland and industrial cluster

Focus on the key links of the industrial chain such as raw material production, prefabricated vegetable processing, logistics and transportation, build the whole industrial chain of "production-processing-circulation" of prefabricated vegetables, and propose four measures, including the construction of standardized production bases, cultivation of processing enterprises, the development of cold chain logistics, and the promotion of industrial agglomeration, consolidate the foundation of industrial development, and cultivate high-quality enterprises of prefabricated vegetables

By 2025, the province will cultivate more than 10 leading enterprises of prefabricated vegetables of more than 10 billion yuan, and build 30 prefabricated vegetable industrial parks with Shandong characteristics

Focusing on the needs of consumer terminals such as groups and individuals, develop Shandong's characteristic prefabricated vegetable products and brands, open up the prefabricated vegetable consumer market, propose three measures such as developing diversified products, building characteristic brands, and strengthening production and marketing docking, cultivate "top ten brands, top 100 enterprises, and thousands of excellent products" of prefabricated dishes, promote the innovation of prefabricated vegetable sales models, and expand the online and offline consumer market

The fourth is to build a standard system

In view of the current lack of industry standards, technical standards and safety supervision standards in industrial development, two measures are proposed, including the development of a prefabricated vegetable standard system and the strengthening of the construction of a quality and safety supervision system, to build a standard system for prefabricated dishes in the whole industrial chain with Shandong characteristics, to ensure the safety of prepared vegetable food and enhance consumer confidence
