The alliance was initiated by Chenyang Water Paint, with technical support from the Institute of Engineering Processes of the Chinese Academy of Sciences, China Chemical Industry Association, China Coatings Industry Association, Tianjin Polytechnic University, Beijing University of Chemical Technology, Hebei University, Hebei University of Science and Technology, and united Bayer and Hunts.
MAN, DSM, Yantai Baolijia, Wanhua Chemical, Hengshui Xinguang and other companies, covering upstream raw material companies, manufacturing companies, downstream application sales companies and related service companies for water-based coatings

The alliance will take "promoting the technological progress and industrialization of the water-based coatings industry" as its purpose, promote technological research and independent innovation, as well as the promotion and industrialization of scientific and technological achievements, solve major key issues in the industrialization process, and provide relevant government management departments with Decision-making basis and support for industrial development
