Introduction: the recently published "China Foreign Economic and trade notice" published the number of tariff quotas and distribution rules of China's palm oil, soybean oil, rapeseed oil and sugar in 2004 The import tariff quotas of the four agricultural products were 2.7 million tons, 3.118 million tons, 1.1266 million tons and 1.945 million tons respectively The F2P announcement, published in the 64th issue of China Foreign Economic and trade notice in 2003, said that 18% of the total quota of palm oil, soybean oil and rapeseed oil was state-owned trade, and 70% of the total quota of sugar was state-owned trade The tariff of palm oil, soybean oil and rapeseed oil is 9% and that of sugar is 15% Tariffs for the excess range from 30% to 190% F2p According to the announcement, the basic conditions for Chinese importers to apply for tariff quotas are: registered in the State Administration for Industry and Commerce before October 1, 2003, with good financial status and tax records; no record of violation of customs, industry and commerce, tax and quality inspection from 2001 to 2003; the annual inspection of enterprises conducted in 2002 is qualified; no violation of the original National Development Planning Commission Interim Measures for the administration of import tariff quotas of agricultural products F2p In addition, the applicant also needs to meet one of the following conditions: 1 State-owned trade enterprise; 2 Central enterprise with national reserve function; 3 Enterprise applying for import tariff quota of one of the four categories of products by 2003; 4 Enterprise engaging in processing trade with one of the four categories of products as raw material; 5 Food with palm oil as direct production raw material and annual consumption of more than 3000 tons Production enterprises, or oil processing enterprises that process more than 200 tons of crude oil and refined oil per day, or sugar manufacturing enterprises that process more than 600 tons of raw sugar per day F2P the basic principle of the above agricultural products import tariff quota allocation is based on historical import performance, production capacity or other relevant commercial standards F2P according to the announcement, the Ministry of Commerce will issue the import tariff quota certificate of agricultural products to the end users through the authorized authority before January 1, 2004 F2p
