Health Commissions and Traditional Chinese Medicine Bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:
Carrying out the "Quality Service at the Grassroots Level" activity and strengthening the service capacity building and evaluation of grassroots medical and health institutions is a key task
during the 14th Five-Year Plan period.
In order to implement the requirements of the General Office of the National Health Commission and the Office of the State Administration of Traditional Chinese Medicine on Strengthening the Performance Evaluation of Primary Medical and Health Institutions (Trial) (National Health Office Grassroots Fa [2020] No.
9), give full play to the guiding role of performance evaluation, and improve the service capacity and efficiency of primary medical and health institutions, the following notice is hereby issued on matters related to the in-depth implementation of the "Quality Service Grassroots Line" activity and strengthening the performance evaluation of primary medical and health institutions:
1.
Carry out national-level performance evaluations
From 2022, the National Health Commission and the State Administration of Traditional Chinese Medicine will organize and carry out the development and service performance evaluation of grassroots medical and health institutions in conjunction with the "Quality Service Grassroots Line" activity, and the evaluation scope will be township health centers and community health service centers that have reached the recommended standards for service capacity by the end of the previous year.
The National Performance Evaluation Program for the Development and Service of Primary Medical and Health Institutions (2022) (see annex) was launched

2.
Give play to the performance evaluation role of health administrative departments at the districted-city level
The health administrative departments at the districted-city level and the competent departments for traditional Chinese medicine should organize and carry out performance evaluation and ranking work
for all local township health centers and community health service centers on the basis of local conditions.
Provincial-level health administrative departments should strengthen guidance for health administrative departments at the districted-city level in carrying out performance evaluation work, and organize and carry out performance evaluation work for basic medical and health institutions in their provinces (autonomous regions and municipalities directly under the Central Government), with the scope of evaluation being township health centers and community health service centers that meet the recommended standards and basic standards for service capacity, and gradually achieve full coverage
of performance evaluation institutions.
According to the needs of work, all localities may entrust professional institutions such as industry associations, universities, and scientific research institutes to carry out technical work
for performance evaluation.
3.
Strengthen the application of performance evaluation results
The National Health Commission will release the results of national-level performance evaluation in an appropriate form, and study in conjunction with relevant departments the performance evaluation of grassroots medical and health institutions in each province as a performance allocation factor
for funds such as subsidy projects under the national basic drug system.
Local health administrative departments at all levels and competent departments of traditional Chinese medicine should take the initiative to notify relevant departments of performance evaluation results for reference by relevant departments, and give play to the role of
performance evaluation in encouraging advanced and spurring backwardness 。
4.
Work requirements
All localities should earnestly raise awareness, regard the performance evaluation of grassroots medical and health institutions as an important means to implement the requirements of the party's health work policy in the new era of "focusing on the grassroots", improve the performance evaluation mechanism and work system, formulate local grassroots medical and health institutions performance evaluation plans according to the local grassroots health development stage, management system operation mechanism, existing shortcomings and weaknesses, key work, etc.

Provincial health administrative departments and competent departments of traditional Chinese medicine shall, in accordance with the requirements of the plan, organize the primary medical and health institutions in their provinces to fill in relevant indicator data through the "Quality Service Grassroots Line" activity declaration system, and urge the data quality control work

Please submit the results of the annual performance evaluation of primary medical and health institutions in your province to the National Health Commission
before the end of October of the following year.
