    As of September 2021, there are a total of 449 seafood export factories in 19 provinces and cities in the southern region , of which 176 have stopped production, accounting for 39% .
    There are 12 factories in Houjiang Province, of which 5 are closed, accounting for 42% .
     
    According to statistics from Vietnam’s Ministry of Agriculture, Forestry and Fisheries Quality Management (MARD), the processing and export of seafood in its southern provinces accounts for 70-75% of the national turnover.
    It has a large number of employees and is an important output area and driving force in the entire chain
    .
    However, after more than two months of social distancing to fight the epidemic, the export processing industry faced difficulties and suffered heavy losses
    .
    A large number of F0 cases were forced to be isolated and blocked because the business was located in the local blocked area, the production and labor were insufficient, and the raw materials were insufficient under the epidemic, which did not meet the conditions and requirements of 3 sites, 2 sites (3T/2T) or 1 2 destination route.
    Many companies had to close their doors

    There are many difficulties in adopting the on-site model, financial burdens, insufficient facilities, worker psychology and labor, and business leaders also have responsibilities and legal risks

    In addition, the raw materials are difficult.
    Due to the long distance and the interruption of logistics, people cannot catch them.
    It is very difficult to harvest commercial fish feed during the quarantine period.
    In particular, companies cannot purchase raw materials for production and therefore cannot process export commodities
    .
    Therefore, it is expected that there will be a shortage of raw materials at the end of the year
    .
    The possibility of supply chain disruption due to partners stopping purchases and transferring to other supply locations
    .
     
      Due to the blockade and the "green areas" along the route, storage, transportation, and circulation are difficult, especially the supply of raw materials cannot reach the factory
    .
    Other raw materials must be imported from other provinces such as Binh Duong, Long An, and Ho Chi Minh City.
    They must pass through different provinces.
    However, due to the epidemic situation and the different mechanisms in each province, there are bottlenecks and difficulties in receiving and dispatching goods, leading to production delays and incurring costs

      Some markets, including China, have strengthened inspection and control of frozen commodities (packages, food), and carried out nucleic acid testing on imported products and packaging; shipments that have been warned of suspension of shipments have increased

      Taking An Giang Province as an example, a total of 19 seafood processing plants have registered to export seafood
    .
    Affected by the COVID-19 epidemic, 6 seafood processing plants currently stop production (19%) due to the failure to meet the production conditions of the “3 sites”
    .
