Recently, the Ministry of Public Security, Ministry of Commerce, National Health Commission, Emergency Management Ministry, General Administration of Customs and State Food and Drug Administration jointly issued an announcement showing that, with the approval of the State Council, 3-oxo-2-phenyl Six substances including methyl butyrate have been listed in the "Regulations on the Administration of Precursor Chemicals" (hereinafter referred to as the "Regulations") in the appendix "Classification and Variety Catalog of Precursor Chemicals"
.
According to the content of the announcement, the production, operation, purchase, transportation and import and export activities of six substances shall implement the relevant regulations on non-drug precursor chemicals
.
The announcement will come into effect on September 20, 2021
.
Among these six additional substances, four substances are managed in accordance with the second category of precursor chemicals in the Schedule of the Regulations, and they are methyl 3-oxo-2-phenylbutyrate, also known as α-acetylphenylacetic acid.
Methyl ester, methyl α-phenylacetoacetate, referred to as MAPA; 3-oxo-2-phenylbutanamide, also known as α-acetyl phenylacetamide, α-acetoacetanilide, referred to as APAA; 2-methyl-3 -[3,4-(methylenedioxy)phenyl]glycidic acid, also known as 3,4-methylenedioxyphenyl-2-propanone glycidic acid; 2-methyl-3-[3 ,4-(Methylenedioxy)phenyl]glycidyl methyl ester, also known as 3,4-methylenedioxyphenyl-2-propanone glycidyl ester
.
The two substances are managed in accordance with the third category of precursor chemicals in the Schedule of the "Regulations", namely benzyl cyanide and gamma-butyrolactone
.
It is reported that the state implements a classified management and licensing system for the production, operation, purchase, transportation, import, and export of precursor chemicals
.
Precursor chemicals are divided into three categories.
The first category is the main raw materials that can be used for drug manufacturing, and the second and third categories are chemical formulations that can be used for drug manufacturing
.
