As planned, at the end of October this year, a European Commission (EC) delegation will visit Viet Nam to examine the fight against illegal, unreported and unregulated (IUU) fishing, infrastructure investment, and aquaculture, which is a good opportunity
for Viet Nam to remove the IUU "yellow card".

Viet Nam is ideally equipped to develop its aquatic industry
    , including aquaculture and fishing.
Thanks to its natural and geographical location, Vietnam's seafood processing system is extremely diverse
    .

According to statistics from the Vietnam Aquatic Products Processing and Export Association (VASEP), in the first nine months of 2022, Vietnam's aquatic products exports reached US$8.
5 billion, an increase of 38%
over the same period in 2021.
Among them, shrimp exports earned nearly US$3.
4 billion, an increase of 23% over the same period in 2021; The export of chayu earned nearly 2 billion US dollars, an increase of 82% year-on-year; Exports of other aquatic products earned nearly US$3.
    2 billion, a year-on-year increase of 33%.

Over the years, in order to maintain the position of Vietnamese shrimp and fish in the EU market, the Vietnamese seafood industry has made many efforts
    to meet strict regulations.
The EU has always been Vietnam's top three import markets
    for aquatic products.
In the first nine months of 2022, Vietnam's seafood exports to the EU exceeded US$1 billion, a year-on-year increase of 41%.

However, in the past five years, Vietnam's seafood industry has been negatively affected
by the EC "yellow card" warning.
The EC believes that illegal fishing by Vietnamese fishermen still exists
    .

In 2017, Vietnam promulgated the Law on Fisheries, which implements a series of measures for the sustainable development of fisheries, while implementing EC recommendations
on combating illegal, unreported and unreported fishing.

Vietnam has established a database of ships from the central to the local level; Efforts to end illegal fishing by fishing vessels in foreign waters as soon as possible in order to lift the EC's "yellow card" warning
    .

On 14 September 2022, the Government of Viet Nam approved the proposal to prevent and combat IUU fishing by 2025, with a focus on implementing regulations to prevent and combat IUU fishing; Prevent, reduce and eliminate IUU fishing and lift EC "yellow card" warnings
    .
Aim to end illegal fishing by fishing vessels and fishermen in foreign waters by 2025 so that it does not happen again; preventing, reducing and ending IUU fishing, among others
    .

Vietnamese Deputy Prime Minister Le Van Thanh stressed at a meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU) on September 20 that lifting the "yellow card" and absolutely not allowing the EC to show the "red card" is a very urgent task
    .
Representatives of 28 coastal provinces and cities in Viet Nam attended the meeting
    online.

According to the report on combating IUU fishing, the total number of fishing vessels in the country is 91,716
    .
Up to now, the installation rate of cruise monitoring equipment (VMS) for fishing vessels has reached 95.
27%, an increase of more than
    5% compared to the past.

Maritime law enforcement forces have strengthened patrols and inspections in key sea areas
    .
From the fourth quarter of 2021 to the present, maritime law enforcement forces have inspected nearly 80,000 fishing vessels
    .
The crackdown on IUU in Quang Yi, Qianjiang, Kyeonghe and other places has been good, and the number of illegal fishing vessels has decreased significantly, especially in Phu An Province since 2021, no violations have been detected
    .

Vice Premier Le Van Shing called for the establishment of an interdepartmental inspection delegation
led by the Ministry of Agriculture and Rural Affairs.
At the local level, the responsibility is assumed by the leadership of the provincial people's committee to carry out inspections and strictly deal with violations
    .

The coast guard, border guard, fisheries inspection and local police need to step up patrolling, inspection and handling of violations at sea and in fishing ports
    .
At the same time, increase publicity efforts among fishermen to raise awareness
of the fight against IUU fishing.

In the long run, Vice Premier Le Van Thanh asked all ministries and localities to effectively implement the instructions of the government and the prime minister, especially the "Prevention and Combating IUU Fishing Project to 2025" just promulgated by the prime minister, and strive for the safe and sustainable development
of Vietnam's seafood processing and export industry.
