News from this newspaper (Reporter Han Songyan) The reporter learned from the Ministry of Agriculture and Rural Affairs that the General Office of the Ministry of Agriculture and Rural Affairs and the General Department of the National Rural Development Bureau recently issued the "Guidelines for Social Capital Investment in Agriculture and Rural Areas (2021)" (hereinafter referred to as the "Guidelines"), clarifying Social capital invests in 13 key industries and fields in agriculture and rural areas

The "Guidelines" put forward the three basic principles of respecting the dominant position of farmers, following the law of the market, and insisting on pioneering and innovation, and clarified the key industries and fields to encourage investment, namely modern planting and breeding, modern seed industry, rural enrichment industry, and agricultural product processing and circulation industry.

The "Guidelines" also clearly stated that social capital should be encouraged to invest in innovative seed industry enterprises, promote the in-depth integration of science and technology enterprises, support leading seed industry enterprises to improve the commercialized breeding system, enhance the innovation capability of commercialized breeding, and enhance the international competitiveness of China's seed industry
