On November 5, the seminar on the high-quality development plan of the prefabricated vegetable industry in Shaanxi Province (2022 to 2027 draft) was held
in Xi'an.

With the support of the Department of Agriculture and Rural Affairs of Shaanxi Province, Shaanxi University of Science and Technology and the Preparatory Office of the Alliance have taken the initiative to draft a high-quality development plan for the prefabricated vegetable industry from 2023 to 2027, create an output value of 100 billion yuan, advance to the top ten, help consolidate poverty alleviation achievements, and promote rural revitalization

The seminar focused on the development plan
prepared and drafted by the Provincial Department of Agriculture and Rural Affairs and Shaanxi University of Science and Technology.
The plan is divided into six chapters, which are composed of six aspects, including planning background and basis, development environment and conditions, overall requirements, construction of prepared vegetable industry system, improvement of modern prepared vegetable support system, and safeguard measures according to the relevant industrial policies issued by central provinces and cities
.
In order to promote the high-quality development of the prepared vegetable industry in Shaanxi Province, the plan puts forward the overall design idea
of "one heart, two cores, one belt and three plates" for the first time.
Professor Huang Junrong from the School of Food Science and Engineering of Shaanxi University of Science and Technology first explained and interpreted
the plan.

"One Heart" means that Xi'an City is the province's prefabricated vegetable consumption and logistics distribution center; The "two cores" are to build Xixian New Area and Yangling Demonstration Zone as two core industrial parks driven by the innovation of prefabricated dishes; Relying on the "Qin Chuangyuan Innovation Drive Platform", focusing on the main line of accelerating the deep integration of industrial chain and innovation chain, adhere to the main body of enterprises, the main force of talents, the market leadership, and the main promotion
of the government.
Gather and optimize the allocation of innovative elements in the field of agriculture, and build an innovation highland, industrial highland and talent highland for prepared vegetables
.
Accelerate the construction of prefabricated vegetable industry innovation research institutes, science and technology demonstration industrial parks, high-quality raw material bases, high-quality product processing bases, cold chain logistics parks, big data centers, talent training bases, etc
.

The "One Belt" in the "One Belt and Three Plates" refers to the prefabricated vegetable industry cluster belt, including Xi'an City, Xixian New District, Gaoling District, Yanliang District, Jingyang County, Xingping City, Sanyuan County, Wugong County, Qishan County, etc.
; The "three plates" refer to the three major plates of the prefabricated vegetable industry in Guanzhong Province, Southern Shaanxi and Northern Shaanxi Province, relying on the layout of grain production functional zones and advantageous and characteristic agricultural industrial
belts.
Guanzhong focuses on the development of pasta, vegetables, pig and broiler processing, as well as cold chain logistics and exhibitions; Southern Shaanxi, focusing on the development of edible fungi, tea, selenium-rich organic agricultural products, food and medicine dual-use resource processing, etc.
; Northern Shaanxi focuses on the development of fruit, beef cattle, beef sheep, small grain processing, etc

In accordance with the nine major industrial chains formulated by the Department of Agriculture and Rural Affairs of Shaanxi Province, vigorously develop the construction of various food food bases, ensure the safety of food materials, and drive farmers to increase income and become rich; Subdivide categories, launch 10 major industrial projects, ten industrial parks, ten categories, 10 brands, and 10 single products

Learn from the advanced experience of brother provinces and cities, and constantly improve the development plan
for the construction of Shaanxi prefabricated vegetable base.

The importance of the development of prepared vegetables is self-evident, the prefabricated vegetable industry connects the production area at one end, and connects the market and the table at the other end, which is an important carrier to promote the prosperity of the industry, a new model for the integrated development of rural primary, secondary and tertiary industries, a new format to promote the quality and efficiency of the "vegetable basket", and a new way and new channel for farmers to increase income one after another, which has positive significance
for promoting the revitalization of rural industries and increasing farmers' income.
In recent years, the per capita disposable income of rural people in Shaanxi Province has achieved rapid growth, but there is still a big gap compared with the national level, and it does not match
the position of the total economic output.

At present, due to the impact of the new crown pneumonia epidemic, the rural labor force is not fully employed, and some rural labor force has returned to their
hometowns.
Rural laborers who are willing to work cannot go out to work, and prefabricated vegetables involve a wide industrial chain, high added value of products, and good benefits for joint farming and agriculture

Promoting the high-quality development of the prepared vegetable industry is an effective channel to promote local employment and entrepreneurship for farmers, develop rural characteristic industries, and broaden sources of income, which can provide strong support
for consolidating and expanding the achievements of poverty alleviation and effectively linking rural revitalization.

Zheng Jianjun, a professor-level senior engineer of Shaanxi Light Industry Research and Design Institute, put forward professional and detailed constructive opinions on the development plan; Other participating experts made suggestions on the plan from their respective professional perspectives and levels, and put forward good suggestions for revision
.

The participants unanimously agreed that the construction of the Prepared Vegetable Industry Alliance: relying on the government, building a platform, serving members, boosting the industry, promoting consumption, enriching farmers, and healthy China, is a good helper
for governments at all levels.
The next step is to submit the revised text to the competent department
of the provincial government in accordance with the relevant procedures.

The full text of the plan implements the principles and policies since the 19th National Congress of the Communist Party of China and the spirit of the report of the 20th National Congress of the Communist Party of China, and provides a detailed basis
for the provincial government to formulate and issue relevant policies.
