Vice Minister Zhai Qing of the Ministry of Ecology and Environment stated at a press conference held by the Information Office of the State Council on June 27 that the preparations for the second round of the first batch of central ecological and environmental protection inspectors have been basically completed.
1) For discharge points that discharge toxic and harmful gases, dust, and smoke without organization, if it is possible to achieve organized discharge, check whether the pollutant discharge unit has carried out rectification and implement organized discharge;
2) Check the dust from coal yard, stock yard, cargo and the dust during construction production, and whether the measures to prevent and control dust pollution or the installation of dust prevention equipment are taken as required;
1.
Exhaust gas collection should follow the principle of "collect all due and collect by quality".
The exhaust gas collection system should be designed comprehensively according to factors such as gas properties and flow rate to ensure the exhaust gas collection effect.
2.
Airtight, isolation and negative pressure operation measures should be taken for equipment that generates fugitive dust or harmful gas.
3.
The polluted gas should be collected by the gas collecting system of the production equipment as much as possible.
When the escaping gas is collected by the gas collecting (dust) cover, it should be surrounded or close to the pollution source as much as possible to reduce the scope of air inhalation and facilitate the capture and control of pollution.
Things.
4.
The waste gas generated by the wastewater collection system and treatment facility units (original pools, regulating tanks, anaerobic tanks, aeration tanks, sludge rooms, etc.
) should be collected in a closed manner and discharged after effective measures have been taken.
5.
The solid waste (hazardous waste) storage site containing volatile organic materials or obvious peculiar smell requires a closed design, and the exhaust gas is discharged after collection and treatment.
1.
Each production enterprise should select a mature and reliable waste gas treatment process route after comprehensive analysis based on the amount of waste gas generated, the composition and nature of the pollutants, temperature, pressure and other factors.
2.
For high-concentration organic waste gas, condensation (cryogenic) recovery technology, pressure swing adsorption recovery technology, etc.
should be used to recover the organic compounds in the waste gas, and then other treatment technologies should be assisted to achieve discharge standards.
3.
For medium-concentration organic waste gas, adsorption technology should be used to recover organic solvents or thermal incineration technology to purify and discharge up to the standard.
4.
For low-concentration organic waste gas, when there is recovery value, adsorption technology should be used; when there is no recovery value, adsorption concentration combustion technology, regenerative thermal incineration technology, biological purification technology or plasma technology should be used.
5.
Malodorous gas can be discharged after purification by using microbial purification technology, low-temperature plasma technology, adsorption or absorption technology, thermal incineration technology, etc.
, without affecting the surrounding sensitive protection targets.
6.
In principle, chemical enterprises with continuous production should adopt recycling or incineration methods for the treatment of combustible organic waste gas, and chemical enterprises with intermittent production should adopt incineration, adsorption or combined processes.
7.
Dust waste gas should be treated by bag dust removal, electrostatic dust removal or a combination process with bag dust removal as the core.
Industrial boilers and industrial furnaces give priority to clean energy and high-efficiency purification processes, and meet the requirements for emission reduction of major pollutants.
8.
Improve the degree of automation of waste gas treatment.
The spray treatment facilities can adopt liquid level automatic control instrument, pH automatic control instrument and ORP automatic control instrument, etc.
The dosing tank is equipped with a liquid level alarm device, and the dosing method should adopt automatic dosing.
If there are flow meters and pollution source monitoring equipment, check the operation records;
If there is a water supply device or a water consumption certificate, the water discharge shall be calculated based on the water consumption;
Check that the quality of discharged wastewater meets the requirements of national or local pollutant discharge standards.
Check the models and specifications of monitoring instruments, meters, and equipment, as well as the verification and calibration conditions.
Check the monitoring and analysis methods used and the water quality monitoring records.
On-site monitoring or sampling can be carried out if necessary.
1.
Implement rain and sewage diversion.
The initial rainwater collection tank specification meets the volume requirements of the initial rainfall; the workshops where wastewater is generated shall establish wastewater collection tanks respectively, and the collected sewage will be pumped into the company’s waste water collection tank through the overhead closed pipeline; the cooling water passes through The airtight pipelines laid overhead are recycled; the rainwater collection system adopts open trenches.
All trenches and ponds are poured with concrete, with anti-seepage or anti-corrosion measures.
2.
Disposal of production wastewater and initial rainwater.
Enterprises that treat and discharge wastewater on their own should establish wastewater treatment facilities that are compatible with their production capacity and types of pollutants.
The wastewater treatment facilities are operating normally and can stably discharge up to standards; enterprises that take over wastewater should establish pretreatments that are compatible with their production capacity and types of pollutants.
Facilities and pretreatment facilities are operating normally and can stably meet the takeover standards; enterprises entrusted for wastewater disposal must sign an agreement with qualified units, complete approval and transfer procedures, and establish entrusted disposal accounts.
3.
Disposal of domestic sewage.
For enterprises that have the conditions for takeover, domestic sewage must be taken over into the sewage plant for treatment; for enterprises that do not have the conditions for takeover, they shall be treated in accordance with regulations.
1) Check whether the polluters are in nature reserves, scenic spots, drinking water source protection areas, basic farmland protection areas, and other areas that need special protection.
Assume that industrial solid waste is stored and disposed of in facilities, places, and domestic waste landfills.
field
2) Check whether the solid waste storage facility or storage site is equipped with facilities that meet environmental protection requirements
For temporary solid waste storage and stacking sites
Storage, treatment and disposal of hazardous waste
1) Check the status of solid waste transfer
2) Check whether to fill in the hazardous waste transfer form when transferring hazardous waste.
And with the approval of the environmental protection department of the local people's government at or above the city level in the place where it is moved out of the district, the environmental protection department of the local people's government at or above the city level in the community where it is accepted.
Check whether solid waste and hazardous waste signs are set.
1.
Hazardous wastes are collected and stored according to their characteristics.
(1) Set up a separate dedicated room with doors and windows, no other sundries, and fire-proof facilities (such as fire-proof sand and fire hydrants).
(2) Install cold light lamps.
(3) The ground is hardened, clean and tidy.
(4) Double-lock two-person management system outside the door and a dangerous goods sign.
3.
Hazardous waste storage sites should be equipped with hazardous waste warning signs, and hazardous waste containers and packaging bags should be marked with obvious hazardous wastes.
4.
Establish a hazardous waste management account.
To truthfully record the storage, utilization and disposal of hazardous waste, formulate a hazardous waste management plan and report to the district environmental protection bureau for the record, carry out hazardous waste declaration and registration, and truthfully declare the type, amount, flow, storage, and disposal of hazardous waste.
Proof of construction project environmental assessment, three simultaneous and acceptance procedures
Declaration and registration certificate (such as: annual environmental monitoring, annual pollution discharge declaration, and online declaration in pilot areas, etc.
)
Solid waste generation, storage, comprehensive utilization, treatment and disposal quantity, whereabouts record ledger (ask the transfer point or disposal unit receipt from the transportation/disposal unit as an important source of information on the ledger)
Standardized solid waste storage place
1.
According to the actual situation, corresponding anti-seepage, anti-leakage and anti-corrosion measures should be taken on the floor of the production workshop, and the workshop should be separated from dry and wet.
The road surface in the factory area is hardened, and there is no oil and debris on the ground and walls within the line of sight in the factory area, especially some solid waste such as oil drums and iron surfaces must be put into the solid waste room.
Sundries such as old equipment, packaging boxes, and waste products are not allowed and need to be stored together (clean and tidy).
2.
There is no leaking, dripping or leakage at the production site, the environment is tidy and management is orderly.
3.
The ground of tank farms and general waste collection sites should be hardened and anti-seepage treatment, and cofferdams should be built around them.
Rain protection measures should also be taken for general waste collection sites.
(1) The ground is clean and tidy without oil stains, and an anti-leakage layer or hardening is installed (the hardening of the ground is generally a cement floor with an anti-leakage coating, and an anti-leak layer is added under the cement floor if possible).
(2) There is no oil stain on the surrounding walls.
If the standard is not met, it needs to be painted again.
