The installation of sewage outlets into the river (into the sea) of the park shall comply with relevant regulations, and the discharge of sewage shall not affect the receiving and downstream water bodies to reach the water quality targets determined by the water function zoning.

9) It has a centralized safety and environmental protection monitoring and control system.

10) Groundwater quality monitoring wells are set up and operating normally in accordance with the requirements of the environmental assessment approval.

Article 9: In accordance with the "Shandong Chemical Industry Park Scoring Standards" (hereinafter referred to as "Scoring Standards"), the park's planning and layout, public infrastructure, safety production, environmental protection, economic development and other aspects are refined and assigned, and the park is recognized The total score should be 60 points and above.

Article 10: The management measures for the certification of pesticide, paint , dye, water treatment, biochemical and other fine chemical and new chemical materials professional parks whose contiguous area fails to meet the requirements shall be formulated separately.

Fourth, the confirmation procedure

Article 11: The park management department shall submit relevant materials for park certification to the county (city, district) or municipal government where the park is located in accordance with the affiliation relationship.

Article 12: The county (city, district) government or the municipal government organizes to review the materials submitted by the park management department, and scores in accordance with the "Scoring Standards", and the parks that meet the requirements of the certification standards are reviewed and submitted level by level with formal documents The higher-level government, and copy to the higher-level chemical special action office.

Article 13: After the Provincial Chemical Special Action Office receives the application materials recognized by the municipal government park, it organizes relevant member units and experts to conduct a review, conduct on-site verification of the application materials that meet the requirements, and score in accordance with the "Scoring Standards".

Article 14: The Provincial Chemical Industry Special Action Office shall integrate the overall planning and scoring of the province's chemical industry development, determine the list of parks to be recognized, and report to the Provincial Chemical Special Action Leading Group for research.

Article 15: The proposed park will be publicized on the website of Shandong Economic and Information Technology Commission after the research and approval of the provincial chemical special action leading group.
If the publicity has no objection, it will be reported to the provincial government for research and determination and announced.

Five, management assessment

Article 16: The park implements territorial management, and each city and county (city, district) government is responsible for the management of the recognized park in its jurisdiction.

Article 17: The Provincial Chemical Special Action Office is responsible for organizing the assessment of the park.
In principle, the assessment is once every three years.
Those who fail the assessment will be given a warning and rectification within a time limit; during the rectification period, the procedures for new and expansion projects other than the rectification of safety hazards and environmental pollution control projects will be suspended.

Article 18: For parks with major or above production safety accidents or environmental emergencies, the procedures for new and expanded projects other than the remediation of safety hazards and environmental pollution control projects shall be suspended within one year.

Article 19: The distance between production and storage devices in the park and sensitive points such as schools, hospitals, and residential areas does not meet the relevant requirements of safety and health protection, and the city or county (city, district) government fails to comply with the promise If the relocation is completed before June 30, 2020, the park qualification will be cancelled.

Six, by-laws
