Recently, the Ministry of Industry and Information Technology, the Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Affairs, and the State Administration for Market Regulation jointly issued the Notice on Printing and Distributing the Three-Year Action Plan for Accelerating the Innovation and Development of Non-food Bio-based Materials (hereinafter referred to as the Action Plan), proposing that by 2025, the non-food bio-based materials industry will basically form an innovative development ecology with strong independent innovation ability, continuous enrichment of product systems, green cycle and low carbon, and the utilization and application technology of non-food biomass raw materials will be basically mature.
The competitiveness of some non-food bio-based products is comparable to that of fossil-based products, and a high-quality and sustainable supply and consumption system has been initially established

Bio-based materials refer to products that use renewable biomass as raw materials or are produced through biological manufacturing, including but not limited to carbon-containing chemical raw materials and chemical products

The Action Plan focuses on key platform technologies such as efficient saccharification of non-grain biomass, fermentation and transformation of non-grain biomass sugar, breeding of industrial strains (groups) and development of enzyme protein functional elements, with technological breakthroughs as the foundation and demonstration applications as the focus, to strengthen the coupling
of biochemical industry and traditional chemical industry.
The Action Plan proposes that by 2025, the scale of saccharification production lines based on non-food biomass will reach 10,000 tons (folded five-carbon sugar or six-carbon sugar) per year, the scale of lactic acid production lines will reach 100,000 tons, and the scale of pentanediamine and polyhydroxyalkanoates will reach 10,000 tons
.
Form about 5 backbone enterprises with core competitiveness, distinctive characteristics and outstanding development advantages, and build 3-5 bio-based material industrial clusters

In terms of breakthroughs in key technologies for the efficient utilization of non-food biomass, the Action Plan requires that key platform technologies such as non-grain biomass saccharification, non-grain biomass instead of grain fermentation production, and efficient purification and concentration be focused, build an industrial strain cultivation system and enzyme protein component library for different non-grain biomass raw materials, encourage leading enterprises to take the lead in establishing technological innovation platforms, build distributed non-food biological disposal and saccharification bases according to local conditions, and deepen collaborative innovation research in biotechnology, physical technology and chemical processes.

The Action Plan proposes four major projects
for technology scale-up and application demonstration of non-food bio-based materials.
First, non-grain biomass saccharification, a single set of production lines with a scale of 10,000 tons/year has been built;
The second is to prepare basic chemicals and polymers from non-grain biomass, promote the production line with an annual output of 100,000 tons of lactic acid, 10,000 tons of pentanediamine and 10,000 tons of polyhydroxyalkanoate to carry out the demonstration of non-grain biomass raw material substitution, and accelerate the industrialization process of furfural downstream pentylene glycol, 1,4-butanediol and other products;
The third is the demonstration of green and efficient utilization of non-grain biomass, and the establishment of large-scale saccharification residue composting reactor and device;
The fourth is the development of bio-based material processing technology, accelerate the development and application of additives such as heat stabilizers, hydrolysis stabilizers, toughening and plasticizers, and develop and demonstrate
bio-based monomer continuous polymerization and spinning processes.
At present, China's bio-based material products are not rich, whether it is basic chemicals or polymers still to be developed, the Action Plan clarifies the two key development directions
of non-food biomass bio-based material system.
In terms of carbon-containing chemicals, the development of lactic acid, succinic acid, adipic acid, sebacic acid, malic acid, furandicarboxylic acid, aminobutyric acid, 5-aminovaleric acid, hydroxyfatty acids, 3-hydroxypropionic acid, ethylene glycol, 1,3-propanediol, 1,4-butanediol, pentanediamine, butyrolactam, valerolactam, hexylenediamine, decanediamine, furfural, tetrahydrofuran, 2-methyltetrahydrofuran, lactide, dimethyl carbonate, bio-based olefins, etc

The downstream market of bio-based materials is not easy to penetrate, and it is urgent to enrich the product system and expand the market application space

The Action Plan proposes to support bio-based material enterprises to build upstream and downstream cooperation platforms with key downstream enterprises such as plastic products, textile fibers, and medical devices, and encourage the application of biodegradable products in catering, logistics, retail, hotels and other fields; Develop and apply biomedical materials, bio-based antifouling and anti-corrosion coatings, degradable buoyancy materials and other high-performance products in the fields of biomedical, marine engineering and marine aquaculture; Scientific promotion of biodegradable mulch film and drip irrigation pipes.

The Action Plan proposes to cultivate high-quality enterprises, guide petrochemical enterprises to give full play to their industrial advantages, carry out bio-based material industry chain and supply chain innovation and application demonstration, cultivate a group of backbone enterprises that open up the path of the whole industrial chain from crop straw disposal and utilization to downstream products, focus on industrial strain breeding, enzyme protein element preparation and other subdivisions to cultivate a number of specialized and special new "little giants" and single champion enterprises, and form a pattern of integration and development of
