Recently, the Ministry of Ecology and Environment issued the "Implementation Plan for the Special Investigation and Remediation of the "Three Phosphorus" in the Yangtze River" to guide 7 provinces (cities) including Hubei, Sichuan, Guizhou, Yunnan, Hunan, Chongqing, and Jiangsu to carry out centralized investigation and remediation.
According to the relevant person in charge of the Law Enforcement Bureau of the Ministry of Ecology and Environment, the "Plan" clarifies the overall requirements and work arrangements for the special investigation and remediation of the "Three Phosphorus" of the Yangtze River, which can be summarized as three priorities and five stages.
Among them, the "three key points" refer to phosphate rock, phosphate chemical industry and phosphogypsum storage.
Phosphate mine remediation aims to achieve the discharge of mine water to the standard, effectively control the dust in the mining area, and implement ecological restoration measures in the mine.
Phosphorus chemical remediation focuses on diversion of rain and sewage, effective collection and treatment of initial rainwater, completion and normal operation of pollution prevention facilities, and discharge of wastewater up to standards.
Among them, phosphate fertilizer companies focus on the construction of sewage treatment facilities and the effective reuse of wastewater; focus on phosphorus-containing pesticide companies Strengthen the recovery and treatment of mother liquor; Yellow phosphorus enterprises focus on implementing "zero discharge" of elemental phosphorus wastewater and measures to prevent the loss of yellow phosphorus.
The improvement of the phosphogypsum reservoir focuses on the regular monitoring of groundwater, the effective collection and treatment of leachate, the standardized construction of return ponds, flood ditch and flood drainage canals, and the comprehensive utilization of phosphogypsum.
