In accordance with the Interim Measures for the Administration of Tariff Quotas for Agricultural Imports (Ministry of Commerce, Development and Reform Commission Order No. 4 of 2003), the Ministry of Commerce has formulated the 2019 sugar import tariff quota quantity, conditions and distribution rules, which are announced as follows: First, the total tariff quota for sugar import tariff quotas for 2019 is 1.945 million tons, of which 70% are state-owned trade quotas.
II. Types of enterprises (1) state-owned trading enterprises; (2) central enterprises with state reserve functions; (3) enterprises holding 2018 sugar tariff quotas and having import performance (excluding agent imports) ;( IV Sugar production enterprises with annual sales of more than 450 million yuan (including 450 million yuan) or more than 600 tons (including 600 tons) of raw sugar processed daily in 2017;

Basic Conditions for Applicants (1) Registration with the Administration for Industry and Commerce before October 1, 2018 and annual report publicity; (ii) Business, Customs, Foreign Exchange, Industry and Commerce, Taxation, Quality Inspection, Food and Drug Supervision, Social Security, No illegal, illegal or unreal record of environmental protection, industry self-discipline, etc.; (3) conforms to the relevant provisions of the State Industrial Policy and the Directory of Guidance on Industrial Structure Adjustment; and (4) does not violate the Interim Measures for the Administration of Tariff Quotas for Agricultural Products imports and the Regulations on the Application and Distribution of Tariff Quotas for Sugar Imports in 2018.

Application materials (1) Application report on agricultural import tariff quotas; (2) application forms for agricultural import tariff quotas; (3) copies of business licenses (copies) of enterprise legal persons; and (4) Sales of sugar by enterprises in 2017 A copy of the VAT invoice (provided by the production enterprise applying for the general trade quota) ;(5) the food production license (provided by the production enterprise applying for the general trade quota) ;(6) the approval document of the competent department for the construction project (provided by the raw sugar processing enterprise).
5. Quota allocation (1) If the total amount of tariff quota can meet the total number of applications of eligible applicants, the total amount of tariff quotas shall be allocated according to the total number of applications of eligible applicants, and (2) if the total amount of tariff quotas does not meet the total amount of applications of eligible applicants, the performance applicants shall be given priority in obtaining quotas and shall be allocated according to the applicant's import performance, production capacity, sales and other relevant business standards in the preceding year.
