The court found out that in order to seek benefits, the defendants Li Moulin, Gao Mouhui and Li Mouguang did not prepare fire safety facilities and equipment as required, and set up gas stations
without safety standard assessment and acceptance without obtaining the "Approval Certificate for Retail Operation of Refined Oil" and the "Hazardous Chemicals Business License".

According to the "receipts" and witness testimony found by the public security organs in the defendants' homes, the three defendants illegally operated gasoline for as long as six years, and the amount of illegal gasoline business was more than 60,000 yuan

The court found that the three persons had serious conduct, infringed upon the legitimate rights and interests of consumers, constituted the crime of illegal business operation, and should be punished by criminal punishment
in accordance with law.

During the handling of the case, Sinopec Zhaotong Branch actively cooperated with the local government to carry out special rectification of non-law violations, took the initiative to report to local government functional departments such as commerce, emergency management, and market supervision, assisted the public security department in carrying out oil product laboratory testing and evidence collection, increased the intensity of cracking down on non-compliance and source control, and established a long-term mechanism
