In addition to Shandong, Jiangsu, Tianjin, Hubei, Yunnan and other provinces and cities are also re-certifying, integrating and upgrading chemical parks.
The survey showed that among the 50 sample parks visited by the survey, 60% of the parks no longer prioritize investment promotion, but instead put planning and development, and upgrading the quality and upgrading of industries and enterprises in the area as their primary tasks.

Eastern coastal parks lead the country
Due to the advantages of location, transportation, logistics, and ports, the development level of chemical parks in eastern coastal areas is generally higher than that of chemical parks in inland areas.
Among them, the chemical industry parks in the Yangtze River Delta have the highest level of development and the highest degree of integration, with an annual output value of more than 50 billion yuan, and there have been many parks with an annual output value of more than 100 billion yuan.
Judging from the output value of the research park, there are 5 parks with an output value of more than 100 billion yuan, namely, Shanghai Chemical Industry Park, Ningbo Petrochemical District, Nanjing Jiangbei New Material Technology Industrial Park, Quangang Petrochemical Industrial Park, and Hangzhou Bay Shangyu Economic Development Park.
Districts are mainly concentrated in the eastern coastal areas.
From the survey, at present, Shanghai Chemical Industry Park, Nanjing Jiangbei New Material Science and Technology Park, and Ningbo Petrochemical Development Zone have formed international green chemical industry clusters.

Most of the coastal chemical zones have entered a new stage of eliminating backwardness and vacating cages for birds, and the barriers to entry are relatively high.
From the perspective of investment promotion, the survey shows that some advanced parks in the Yangtze River Delta have abandoned pure investment-intensity investment promotion and raised the entry threshold to the profit and tax intensity per mu of the assessment project.
Due to the limitation of land and other resources, some parks are only used for chain extension, supplementary chain, and strong chain investment promotion of existing industrial projects, and will be assessed according to the intensity of profit and tax per mu.
For example, the Ningbo Petrochemical Development Zone currently mainly introduces energy-saving, environmentally friendly, and high-input-output chain extension and supplementary projects, and guides some enterprises in the zone that have nothing to do with the industrial chain to move out.
Inland parks focus on making good use of resources
The survey shows that the current petroleum and chemical parks in the inland areas have gradually stepped out of the previous development model of “basic scale and “vegetables when you pick up a basket”.
They pay more attention to relying on key enterprises and attract investment in accordance with planning and industrial relevance, showing a clear leader in the industry.

In the process of undertaking industrial transfer from coastal areas, inland parks pay more attention to the relevance of industries and the reliability of environmental protection and safety.
Compared with chemical parks in coastal areas, the biggest advantage of inland parks is resources.
In order to make better and efficient use of these resources and avoid unnecessary waste, chemical parks in inland areas have adjusted their industrial planning one after another, with leading projects as the core, extending the industrial chain, recruiting downstream enterprises, doing fine-tuned leading industries, and eliminating old ones.
The old production capacity, optimize the spatial layout, improve the ecological environment, and embark on the road of circular development.
For example, it is learned from the survey that the Yuheng Industrial Zone implements the strategy of leading large enterprises, leading large projects, and carrying large parks, and extends downstream industries such as fine chemicals and new materials based on resource advantages to attract investment.
At the same time, chemical parks in inland areas are actively coordinating and promoting supporting construction.
A large amount of capital has been invested in environmental protection, logistics, transportation, etc.

For example, Zoucheng Industrial Park adheres to the development concept of "planning-led, innovation-driven, integrated production and city, and green development".
It has formulated high-standard industrial development plans for the park, and continued to improve the road network, pipe network, power and other supporting facilities, and supporting construction The Xincheng sewage treatment plant, water supply company, and LNG gas source base have formed a road network structure of “five verticals and five horizontals”; Hebei Shijiazhuang Recycling Chemical Park has built a 2500-meter closed public pipe corridor, and has a daily processing capacity of 50,000 tons The large-scale sewage treatment plant in China has introduced a 100,000-ton/year supercritical hazardous solid waste treatment and disposal center, and implemented centralized heating.
