The UK Department for the Environment, Food and Rural Affairs (Defra) has granted an emergency interim authorization to allow the region to produce sugar beet crops in 2022, given the risk of yellowing virus disease inEngland .
Use neonicotinoid pesticides for disease control .

Newly grown beet seedlings are susceptible to predation by aphids, which have the potential to transmit beet yellowing virus
    .
The sugar beet crop has been severely affected by the disease, with production in 2020 down by a quarter compared to previous years
    .
Other pesticides and organic treatments have performed poorly in controlling the virus
    .

63% of the UK's sugar comes from domestically produced sugar beets, which could put sugar supplies at risk if the crop were to become heavily infected across the country
    .
The neonicotinoid pesticide under emergency authorization is Syngenta's Cruiser SB for emergency control of the virus, which has the potential to severely impact sugar beet crop yields
    .
Alternative solutions are being developed in the sugar beet industry
    .
This emergency authorization has a strict time limit, the special temporary use of the product will be strictly controlled, and the use will only be allowed in very special circumstances that meet the strict requirements
    .

The maximum amount approved for use is 6% of the amount of active substance used on a range of crops before the neonicotinoids were banned in 2016
    .
Conditions of authorization include lower application rates and a 32-month ban on planting any flowering crops on the same field for sugar beet crops where the product has been used
    .

The authorization has an initial threshold of use, meaning that the seed treatment can only be used when virus levels predicted by independent modelling reach or exceed 19% of the national crop
    .
If the viral threshold is not reached, the neonicotinoid-treated seeds should not be used
    .
This provision is in line with what was required when the measure was last taken in early 2021
    .

Since the EU-wide ban on neonicotinoid seed treatments took effect (the UK has not banned it), 12 EU sugar-producing countries, including France, Belgium, Denmark and Spain, have approved the ban on new tobacco in the past three years.

    .

The UK's approach to the use of emergency authorizations has not changed because of the UK's exit from the EU, but is in line with the approach taken across Europe
    .
UK work to harness scientific advances, including gene editing, will also help to develop crops that are more resistant to aphids and other pests
    .

A spokesman for the UK Department for Environment, Food and Rural Affairs said:

"This decision was not taken lightly, but was based on a rigorous scientific assessment
    .
We assess the risks very carefully and will only grant a temporary emergency authorization for restricted pesticides in exceptional circumstances that meet stringent requirements
    .

"The threshold was not reached last year, so this authorization was not granted
    .
We have always enforced strict standards, which means this authorization is only used when necessary
