Medical Network, March 25, Shanghai Municipal People’s Congress Standing Committee voted on the 24th to pass the "Shanghai Municipality Regulations on Traditional Chinese Medicine," which will come into effect on May 1 this year.
This is a local legislation that systematically regulates all aspects of the development of Chinese medicine.
It incorporates Chinese medicine into the Shanghai public health emergency management system to ensure that citizens enjoy high-quality Chinese medicine services.
Among them, "covering the whole people" and "full life cycle" are the two major keywords.

The Regulations of Shanghai Municipality on Traditional Chinese Medicine focus on improving the accessibility of traditional Chinese medicine services in grassroots communities, and stipulate that Shanghai’s municipal and district people’s governments, township people’s governments, and sub-district offices should take measures to allocate and deploy traditional Chinese medicine facilities and staff.
Provide corresponding guarantees in terms of service provision and other aspects, enhance the Chinese medicine service capabilities of community health service centers (stations), village clinics and other primary medical and health institutions, promote the integration of Chinese medicine into the family doctor system, and realize that Chinese medicine is in the service of family doctors.
    Full coverage.

At the same time, Shanghai supports social forces to set up traditional Chinese medicine medical institutions, and encourages chain and brand development.
TCM medical institutions run by social forces enjoy the same rights as government-run TCM medical institutions in terms of access, practice, basic medical insurance, scientific research and teaching, and evaluation of professional titles for medical personnel.

High-quality medicinal materials are an important part of high-quality Chinese medicine services, and quality control should also run through the entire life cycle of medicinal materials production, use, and circulation.
In this regard, the regulations stipulate that an information-based traceability system should be established: when a pharmaceutical manufacturer purchases Chinese medicinal materials and Chinese medicinal pieces, it shall establish a purchase inspection record system.
Operators of Chinese medicinal materials and Chinese medicinal decoction pieces shall establish purchase inspection and purchase and sales record systems, and indicate the place of origin of the Chinese medicinal materials.
Encourage pharmaceutical manufacturers, operators of Chinese medicinal materials and Chinese medicinal pieces, medical institutions, and industry associations to establish an information traceability system in accordance with relevant laws, regulations and technical standards.

In order to further ensure that the common people take "reassuring medicine" and improve convenience, the regulations are clear.
The Shanghai Traditional Chinese Medicine Administration shall, in conjunction with relevant departments such as drug supervision and management, formulate the service standards for the decoction of Chinese medicine decoction pieces, and strengthen the quality supervision and management of the decoction service.
In addition, with the approval of the Shanghai Pharmaceutical Regulatory Department, Chinese medicine preparations prepared by medical institutions can be used among designated medical institutions.
