    The purpose of the agreement is to allow the members of the Open Balkans initiative to help
    each other in the face of shortages of basic agricultural products and food due to supply chain disruptions caused by a global crisis.
    The members of the Open Balkans Initiative reaffirmed the need for cooperation to prevent and mitigate shortages of basic agricultural and foodstuffs in the countries participating in the Initiative when crisis situations may arise in the region or when they affect global markets and are reflected in the region
    .
     
    The three countries agreed that there would be no bans on the circulation of essential agricultural products and foodstuffs among the members of the Initiative and that all quantitative restrictions and measures would be lifted upon entry into force of the Agreement, but that the list of essential agricultural products and foodstuffs would not be exported to third countries, even if the third country was one
    of the members of the Initiative.
    The list of basic agricultural and food products includes maize, wheat and durum wheat and their flour, dairy products, sugar, sunflower oil, pasta, cereals, fruits, fresh and frozen vegetables, fresh and frozen meat products, etc
    .
     
    Within one month of the entry into force of the agreement, States will establish joint working groups to make recommendations for improvement and prevent possible abuses
    .
    Within 90 days of the entry into force of the agreement, countries will jointly prepare and exchange descriptions of basic agricultural and food storage capacities, and a joint plan to increase storage capacity for basic agricultural products and food will be developed
    .
    Countries committed themselves to working to further improve trade so that additional basic agricultural products and foodstuffs could be provided in crisis situations, and their authorities would work together to develop a roadmap and action plan for
    food security for the Open Balkan Initiative.
    The agreement will also address food security issues in the Western Balkans, particularly in the countries of the Open Balkan Initiative, including food security risks and challenges, addressing the impacts of climate change, digitization and innovation of the food industry, sustainability of agricultural products and food value chains, among others
    .
     
    The agreement stipulates that it is valid for five years, after which it is automatically extended for one year
    .
