Notice on Xiamen's decision to carry out pollution control of livestock and poultry breeding

Introduction: to further prevent and control water pollution, protect and improve the ecological environment, ensure the health of the people, and promote the healthy and sustainable development of livestock and poultry breeding industry According to the unified deployment of the provincial government, the municipal government decided to carry out the pollution control work of livestock and poultry breeding in the whole city In accordance with the provisions of relevant laws, regulations and rules, the circular is as follows: 1 Other islands in Xiamen, Gulangyu and Xiamen sea area (except Dadeng Island and XiaoDeng Island), domestic and drinking water source protection area, scenic spot area, core area and buffer area of Nature Reserve, built-up area of administrative areas outside the island and Haicang investment area, as well as other areas specified in measures for the prevention and control of livestock and poultry breeding pollution, are prohibited areas for livestock and poultry breeding 2 All livestock and poultry breeding (excluding zoos) in the forbidden area shall be moved or closed by themselves before July 31, 2002 Those who do not move or close within the time limit will be closed according to law 3 The people's governments of the administrative regions outside the island and the Management Committee of Haicang investment zone shall, before March 31, 2002, delimit the breeding area within their jurisdiction The breeding area must be the area that is able to achieve the ecological standard discharge and the ecological zero discharge The areas outside the forbidden area and the breeding area are the forbidden area, and the construction, expansion and reconstruction of livestock and poultry breeding farms are prohibited in the forbidden area 4 Before April 30, 2002, the existing livestock and poultry farms outside the forbidden area shall go to the local agricultural and environmental protection departments to complete the relevant environmental protection review and approval procedures Those who fail to go through the formalities of environmental protection examination and approval within the time limit shall be dealt with according to law 5 Before December 31, 2002, the approved farms shall complete the pollution prevention and control measures such as rainwater and sewage separation, solid-liquid separation, harmless treatment of sewage and waste residue, so as to meet the requirements of reduction, harmless, resource-based and comprehensive utilization, and achieve the standard discharge or zero discharge 6 The newly-built, expanded and reconstructed livestock and poultry farms after this Circular shall go through relevant environmental protection examination and approval procedures with the local agricultural and environmental protection departments according to law The pollution control measures and comprehensive utilization measures of livestock and poultry waste must be designed and constructed at the same time with the main works, and put into use at the same time after passing the acceptance by the agricultural and environmental protection departments 7 The approved livestock and poultry farms must report and register the pollutant discharge to the environmental protection department or the designated department according to the relevant regulations, and the pollutant discharge shall not exceed the national and local discharge standards In case of exceeding the national and local emission standards, the environmental protection department in charge shall deal with the problem in accordance with the relevant laws and regulations and collect fees for exceeding the standards
8 According to the provisions of articles 2 and 4 of this circular, the municipal and district governments will give certain economic subsidies and policy support to the livestock and poultry farms that have completed relocation, closure and pollution control before July 31, 2002 and have completed pollution control within the prescribed time; those that have violated the provisions of articles 2 and 4 or have not completed relocation, closure and pollution control within the prescribed time will not be allowed to go through Economic subsidies shall be dealt with by the competent environmental protection departments of the city or district where they are located according to law 9 All district governments and relevant departments shall conscientiously organize and mobilize the remediation of livestock and poultry breeding pollution, widely publicize and help the owners of farms to solve the practical difficulties and problems in the remediation, and the municipal and district environmental protection and agricultural departments shall strengthen technical guidance and services to ensure the smooth implementation of the remediation of livestock and poultry breeding pollution.
