All relevant units:

In accordance with the overall deployment of the "National Clinical Medical Research Center Five-Year (2017-2021) Development Plan" (Guoke Fashe [2017] No.
204) and the requirements of the "National Clinical Medical Research Center Management Measures (Revised in 2017)", In order to further strengthen the construction of the medical science and technology innovation system and improve the distribution of major disease areas/clinical specialties, it is planned to carry out the fifth batch of national clinical medical research centers application and certification
.

1.
Declared disease field/clinical specialty and quantity

Newly built diabetes and metabolic diseases (endocrine diseases), infectious diseases ( AIDS ), infectious diseases (parasitic diseases such as schistosomiasis), infectious diseases (bacterial and fungal diseases), infectious diseases (emergent infectious diseases) ), kidney disease and urinary system diseases (urinary system), birth defects and rare diseases (birth defects), birth defects and rare diseases (rare diseases), orthopedics and sports rehabilitation (rehabilitation), occupational diseases (occupational pneumoconiosis), endemic diseases (Mediterranean Anemia), Chinese medicine (major diseases), Chinese medicine (immunity), Chinese medicine (metabolic diseases), imaging medicine, pathological diagnosis, anesthesiology, acute and critical illness (critical medicine), acute and critical illness (emergency), radiation and treatment (radiation) 21 key diseases/technical fields such as treatment) and medical nutrition (see Annex 1 for specific settings and quantities)

2.
Application conditions

1.
A tertiary hospital with independent legal personality;

2.
Have the domestic leading clinical diagnosis and treatment technology level in the application field;

3.
Outstanding clinical medicine research capabilities, leading talents and innovative teams have obvious advantages, presided over or participated in national science and technology plans (special projects, funds, etc.
) projects/projects in the application field within the five years prior to application;

4.
Go through the record of drug or medical device clinical trial institution;

5.
The reporting unit and local competent department can provide corresponding conditions guarantee for the construction of the center to be declared;

6.
Medical institutions that have established metabolic diseases, infectious diseases, chronic kidney disease, orthopedics and sports rehabilitation, Chinese medicine, radiation and treatment and other disease fields/clinical specialties shall not apply for the same disease area/clinical specialties again.
Center construction to avoid duplication of construction;

7.
Infectious diseases (new emergencies of infectious diseases) are limited to be led by independent departments or infectious disease hospitals with infectious diseases, and declared jointly with the provincial and above CDCs;

8.
There have been no major violations of regulations and production safety accidents in the past three years
.

Three, related instructions

1.
According to the planning layout of the "National Clinical Medicine Research Center Five-Year (2017-2021) Development Plan", disease fields/clinical specialties are divided into key diseases/technical fields, and each medical institution is in a disease field/clinical speciality Only one key disease/technical field can be declared; multiple medical institutions affiliated to the same university can only have one application for the same disease field/clinical specialty; according to the regional layout of the National Clinical Medical Research Center, each key disease/ There is only one center in the technical field in the same provincial administrative region
.

2.
A medical institution that meets the above-mentioned application requirements shall submit an application, which shall be submitted to the Ministry of Science and Technology upon joint recommendation by the Department of Science and Technology of the relevant departments under the State Council or the provincial science and technology and health authorities
.

3.
The application unit must submit 10 copies of the "National Clinical Medical Research Center Application Form" and its attachments and other paper materials, and submit one copy of the electronic version of the application materials on a CD-ROM (see attachments 2, 3 and 4 for the format)
.

4.
The collection of application materials is entrusted to the China Biotechnology Development Center (referred to as the "Biological Center")
.

5.
The construction review of the National Clinical Medical Research Center includes three procedures: formal review, material review, and comprehensive review
.
