This is for Zhejiang to implement the central and the Ministry of Ecology and Environment's carbon peaking and carbon neutrality related decision-making deployment and document spirit, give full play to the fundamental role of the environmental impact assessment system in source prevention and control, and process management, and promote the "two highs" industry Coordinated control of pollution and carbon reduction, and the actual actions taken to standardize and guide the carbon emission assessment work in the environmental impact assessment process of construction projects

The "Guide" is applicable to nine key industries including steel, thermal power, building materials, chemical industry, petrochemical, non-ferrous metals, papermaking, printing and dyeing, chemical fiber and other nine key industries within Zhejiang Province.

It is understood that carbon emission evaluation of compliance including policy analysis, Survey and data collection, engineering analysis, feasibility studies and measures program comparison and selection, evaluation of carbon emissions, carbon emission control measures and monitoring programs, evaluation findings and other content
The "Guide" proposes that the key industries' greenhouse gas and carbon dioxide accounting methods should be given priority to refer to the corresponding industry's "Greenhouse Gas Emission Accounting and Reporting Requirements" standard.
