Ministry of Industry and Information Technology release program: the coating industry will establish an enterprise energy management center

On January 11, 2015, the Ministry of Industry and Information Technology officially released the Implementation Plan for the Construction of energy management centers for petroleum and chemical enterprises. Energy management centres will be promoted in key areas of energy consumption in the petroleum and chemical industries such as refining, ethylene, fertilizer, methanol, chlor-alkali, electric stones, soda,
coatings
, inorganic salts, rubber, etc.
implementation plan is to build and upgrade 200 enterprise energy management centers in the above key areas by 2020. Among them, about 30 refining and ethylene enterprises, fertilizer and methanol enterprises about 80, chlor-alkali and electro-stone enterprises about 50, soda, paint, inorganic salt and rubber enterprises about 30, 10 other chemical enterprises.
the enterprises involved should meet the requirements: the main production processes and facilities should be in line with the national industrial policy. The annual comprehensive energy consumption of oil refining, ethylene, fertilizer and methanol enterprises is not less than 300,000 tons of standard coal; Chlor-alkali, electric stone, soda, paint, inorganic salt, rubber enterprises annual comprehensive energy consumption is not less than 200,000 tons of standard coal; Other chemical companies and chemical industrial parks consume no less than 500,000 tons of standard coal per year. Enterprises should have certain automation and information conditions, or after adaptive transformation can meet the requirements of the construction of enterprise energy management center. Enterprises should have a sound financial supervision system and ensure that the use of funds is effectively regulated during the implementation of the Energy Management Center project.
general construction includes: energy metering system, energy data collection network, energy management center basic platform, energy centralized monitoring platform, energy closed-loop management platform, energy balance and optimization scheduling platform, energy-saving optimization control system for energy-intensive devices or equipment.
