On August 25th, the Ministry of Industry and Information Technology pointed out in the letter on the reply to the proposal of the Fourth Session of the 13th National Committee of the Chinese People's Political Consultative Conference No.

319 on resources and environment) that it should increase guidance and promote the widespread promotion and application of degradable plastics.

The first is to promote the application of PBAT and PLA fibers in the fields of domestic garbage bags, plastic shopping bags, clothing and textiles, and promote the demonstration application of biodegradable mulch films in Xinjiang, Gansu, Hubei, Yunnan and other regions

The second is to promote the implementation of the "Regulations for the Comprehensive Utilization of Waste Plastics Industry" and the Interim Measures for Announcement Management, publish a list of 54 companies that meet the standard conditions, cultivate a group of industry backbone enterprises, and play a leading role in demonstration;

The third is to successively release three batches of catalogues of advanced and applicable technology and equipment for comprehensive utilization of resources, select recycling technologies and equipment for key fields such as waste plastics, and improve the level of resource utilization of waste plastics

In the next step, our Ministry will further promote the application of recyclable, easily recyclable and degradable alternative products with relevant departments, and promote the reduction of the source of disposable plastic products; cultivate the backbone enterprises in the comprehensive utilization of waste plastics, and announce the list of enterprises that meet the standard conditions.
Promote the accumulation of resources to high-quality enterprises

Timely release the "National Catalogue of Advanced and Applicable Technology and Equipment for Comprehensive Utilization of Industrial Resources (2021 Edition)" to promote waste plastic reduction and biodegradable plastic technologies; continue to increase publicity and guide plastic product manufacturers to further implement the concept of the full life cycle Green transformation, and continuously improve the green development level of plastic products

In the next step, the Ministry of Industry and Information Technology will continue to support the formulation and revision of national standards in the field of biodegradable plastics such as "Biodegradable Materials and Products Degradation Performance and Labeling Requirements", "Fully Biodegradable Drinking Straws" and other aspects of standard project establishment, approval and release.
Provide technical support for the healthy development of the service industry and the promotion of plastic pollution control

Sub-laws have been released one after another, and the general law is still brewing

It is understood that the specific national standards for biodegradable plastics (see the table below), such as garbage bags, mulch, continuous roll bags, shopping bags, have been released and implemented one after another, and straws also belong to the specific products

The standard for "Fully Biodegradable Drinking Straws" (draft for comments) was declared in December 2018.
The plan number was 20192206-T-469, and it was issued in July 2019.
The original implementation date was December 31, 2020.
Due to various reasons for the delay, the public comment on the draft for approval will end on May 31, 2021, and it is currently in the approval stage

"Biodegradable Materials and Products Degradation Performance and Labeling Requirements" belongs to the parent national standard of the above-mentioned products.
Judging from the plan number 20203544-T-469, it is a project established in 2020 and issued on November 12, 2020, and its draft for approval is open for comments.
The deadline is May 31, 2021, and it is currently in the approval stage.
It is planned to be officially implemented one month after its release

The general rule of degradable plastics, another more important national standard - "Definition, Classification, Marking and Degradation Performance Requirements of Degradable Plastics" GB/T 20197-202X, and "Biodegradable Materials and Products Degradation Performance and Marking Requirements" 》 was issued on November 12, 2020, but it has not yet entered the review stage.
Once the standard is released, it will completely replace the standard GB/T 20197-2006
