Supervise and manage in accordance with the law and continue to do a good job in daily energy conservation

In accordance with the responsibilities and requirements given by the "Energy Conservation Law" and "Industrial Energy Conservation Management Measures", we will continue to strengthen daily energy conservation supervision work, publish supervision results in a timely manner, and track the implementation of rectification.

(1) Supervision on the implementation of the energy management system of key energy-using enterprises.
All localities shall supervise the establishment of the energy management system, the establishment of energy management positions and the appointment of persons in charge of energy management in key energy-consuming enterprises within their jurisdictions in accordance with the law.

(2) Monitoring of key energy-consuming enterprises' implementation of energy metering, energy consumption statistics, and energy utilization status reporting systems.
All localities shall, in conjunction with relevant departments, supervise the use of energy measurement instruments that meet national standards, the implementation of energy consumption statistics, and the implementation of the energy utilization status reporting system in industrial enterprises in accordance with the law.

(3) Supervision on the implementation of the energy-saving review system for fixed asset investment projects.
All localities shall supervise the implementation of the energy conservation review system for fixed asset investment projects of industrial enterprises and the implementation of energy conservation review opinions in accordance with the law, and deal with violations of the energy conservation review system for fixed asset investment projects that do not comply with mandatory energy conservation standards and national industrial policies.

Improve the working mechanism and continuously improve the efficiency of energy-saving monitoring

(1) Improve the industrial energy conservation supervision system.
Strengthen the construction of the three-level industrial energy-saving supervision system of provinces, cities and counties, allocate supervisory personnel suitable for their posts, equip with scientific and reasonable energy-saving law enforcement equipment, and form an energy-saving supervision organization guarantee system with unified objectives, clear responsibilities and reasonable division of labor.
Through the development of cross-regional business exchanges, joint law enforcement, paired assistance, etc.
, strengthen exchanges among energy-saving supervision agencies at all levels across the country, and promote the balanced development of energy-saving supervision work in various regions.

(2) Innovate the industrial energy-saving supervision model.
All localities should systematically summarize and promote the mature experience and work model in the early special supervision, and make good use of the supervision methods such as joint law enforcement, cross supervision in different places, introduction of third-party professional institutions and experts, and combination of energy conservation supervision and energy audit in accordance with local conditions to promote energy conservation supervision work More fair, just and scientifically accurate.
Encourage key energy-consuming enterprises to conduct energy audits on a regular basis, and encourage enterprises to study and implement energy-saving technological transformations based on audit results to continuously improve energy efficiency.
Further improve the content and methods of cross-regional inspection, comprehensively carry out cross-regional inspection, and strengthen the exchange and cooperation of industrial energy-saving inspection work in different regions.

(3) Strengthen the guidance of energy-saving supervision business.
Improve energy conservation supervision and law enforcement regulations in key industries, revise industrial energy conservation supervision manuals, and achieve full coverage of key energy-intensive industries.
The Ministry of Industry and Information Technology will organize and carry out industrial energy-saving supervision training, and all provincial-level industry and information authorities should strengthen guidance on the construction of energy-saving supervision institutions at the city and county levels, and carry out business training for energy-saving supervisors at different levels and through multiple channels to improve their business.
Skills and levels.
Encourage all localities to select a batch of excellent cases of energy conservation supervision with standardized law enforcement, solid work, and outstanding energy conservation and environmental protection benefits, strengthen exchanges and publicity, and recommend 2-3 excellent cases to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department).

(4) Strengthen the construction of energy-saving supervision information.
Encourage localities to explore modes such as online checking of energy efficiency of energy-using equipment products, online reporting of energy-saving monitoring results, and electronic files of major energy-using equipment of key enterprises, so as to improve the information level of energy-saving monitoring and promote more efficient and accurate energy-saving monitoring.

Four, work requirements

(1) Strengthen organization and leadership.
All local industry and informatization authorities must strengthen organization and leadership, carefully prepare work plans, carry out special training, refine measures and methods, clarify target progress, and ensure that various tasks are completed on schedule and with high quality (special energy-saving monitoring tasks were not completed in 2017.

For industries that require full coverage of energy conservation supervision, the list of companies should be carefully checked to ensure that there is no omission or good reporting, and companies that have stopped production should be included in the list of companies and indicated (no on-site supervision and application for subsidies are organized).

(2) Administer strictly in accordance with the law.
All local industry and information technology authorities and energy conservation supervision agencies should standardize industrial energy conservation supervision procedures and law enforcement activities, increase law enforcement inspections, and severely investigate and punish all kinds of illegal energy use behaviors, and those who refuse to make corrections or make corrections inadequate, shall be dealt with in accordance with the law.
Punishment.
All localities are requested to report to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) the results of the special supervision on the implementation of the rectification of illegal enterprises in 2017 by the end of June.

(3) Carry out a special audit of the use of funds.
The Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) will entrust a third-party organization to conduct special audits on the use of subsidies in various regions.
In accordance with the requirements of the “Interim Measures for the Management of Industrial Energy Conservation Supervision System and Mechanism Construction Projects” (Gongxin Ministry [2016] No.
228), all local industry and information authorities and energy conservation supervision agencies should sort out the use of preliminary subsidy funds and report to the industry and the government by the end of March.
The Ministry of Information Technology (Energy Conservation and Comprehensive Utilization Department) submits a report on the use of funds.
Supplementary inspections should be carried out for the inspection tasks that were not implemented due to the suspension of production and other reasons in the tasks assigned in previous years.
If the inspection cannot be supplemented due to the shutdown of the enterprise or other reasons, the surplus subsidy funds shall be used for the special inspection work of this year.

(4) Strengthen public opinion propaganda.
The competent departments of industry and information technology and energy-saving supervision agencies in various regions shall regularly disclose the work of industrial energy-saving supervision to the public, publish a list of companies that violate regulations according to law, and actively accept social supervision.
In accordance with the "Planning Outline for the Construction of a Social Credit System (2014-2020)" (Guo Fa [2014] No.
21), various regions are encouraged to cooperate with relevant departments to incorporate energy conservation supervision and law enforcement into the social credit system, and promote enterprises to implement energy conservation laws and regulations In accordance with policy requirements, the supervision and restraint role of energy-saving supervision should be brought into play.

(5) Strict supervision and inspection.
The Ministry of Industry and Information Technology will organize supervision and inspection of the implementation of industrial energy conservation supervision work, and organize special supervision and inspections in due course.
All localities are requested to submit annual work summary reports (including special supervision, daily supervision work summary, supervision system construction report and actual supervision enterprises list and supervision results, etc.
