    In accordance with the responsibilities and requirements given by the "Energy Conservation Law" and "Industrial Energy Conservation Management Measures", we will continue to strengthen daily energy conservation supervision work, publish supervision results in a timely manner, and track the implementation of rectification.




    (1) Supervision on the implementation of the energy management system of key energy-using enterprises.
    All localities shall supervise the establishment of the energy management system, the establishment of energy management positions and the appointment of persons in charge of energy management in key energy-consuming enterprises within their jurisdictions in accordance with the law.




    (2) Monitoring of key energy-consuming enterprises' implementation of energy metering, energy consumption statistics, and energy utilization status reporting systems.

    Improve energy conservation supervision and law enforcement regulations in key industries, revise industrial energy conservation supervision manuals, and achieve full coverage of key energy-intensive industries.
    The Ministry of Industry and Information Technology will organize and carry out industrial energy-saving supervision training, and all provincial-level industry and information authorities should strengthen guidance on the construction of energy-saving supervision institutions at the city and county levels, and carry out business training for energy-saving supervisors at different levels and through multiple channels to improve their business.

    Encourage all localities to select a batch of excellent cases of energy conservation supervision with standardized law enforcement, solid work, and outstanding energy conservation and environmental protection benefits, strengthen exchanges and publicity, and recommend 2-3 excellent cases to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department).




    (4) Strengthen the construction of energy-saving supervision information.
    Encourage localities to explore modes such as online checking of energy efficiency of energy-using equipment products, online reporting of energy-saving monitoring results, and electronic files of major energy-using equipment of key enterprises, so as to improve the information level of energy-saving monitoring and promote more efficient and accurate energy-saving monitoring.

    (1) Strengthen organization and leadership.
    All local industry and informatization authorities must strengthen organization and leadership, carefully prepare work plans, carry out special training, refine measures and methods, clarify target progress, and ensure that various tasks are completed on schedule and with high quality (special energy-saving monitoring tasks were not completed in 2017.

    In accordance with the "Planning Outline for the Construction of a Social Credit System (2014-2020)" (Guo Fa [2014] No.
    21), various regions are encouraged to cooperate with relevant departments to incorporate energy conservation supervision and law enforcement into the social credit system, and promote enterprises to implement energy conservation laws and regulations In accordance with policy requirements, the supervision and restraint role of energy-saving supervision should be brought into play.
