Jiujiang Environmental Protection Bureau regards planning environmental assessment as the precondition of project environmental assessment, drafted and issued the "Notice of Jiujiang City Environmental Access Negative List (Trial)", requiring the city to prohibit new small chemical projects (fixed asset investment less than 100 million) RMB yuan, excluding land expenses); 1 to 3 kilometers along the Poyang Lake, Xiuhe River, and Zhelin Lake basins are forbidden to build new steel (ferroalloy), calcium carbide, cement, paper (pulping), pesticides (production of technical materials), electroplating, Leather, coking, non-ferrous metal smelting, chemical industry, printing and dyeing, ceramics, chemical fiber (viscose), and pharmaceutical raw materials; industrial projects and mineral development projects within the ecological red line are prohibited; industrial projects outside the park (except energy and mineral projects) are prohibited ); It is forbidden to use the highly toxic chemicals in the "Catalogue of Dangerous Chemicals" (2015 Edition) as the main raw materials; it is forbidden to build new chemical, printing and dyeing, papermaking projects within 1 km of the Yangtze River trunk line.

Regarding the next step, Wang Xinmin said that the Jiujiang Environmental Protection Bureau will continue to promote drinking water source protection, hazardous waste remediation and "small scattered and messy pollution" remediation work, and further promote the remediation of illegal docks on the Yangtze River and Poyang Lake, and consolidate the illegal work on the Jiujiang section of the Yangtze River.

Comprehensively determine the "three lines and one order", clarify the red line of ecological protection, the bottom line of environmental quality, the online resource utilization and the negative list of environmental access, and apply it to the management and control of urban development space.
It is strictly forbidden to construct new chemical projects within 1 kilometer from the shoreline of the Yangtze River and the Xiu River and Poyang Lake; it is strictly forbidden to establish new industrial parks with heavy chemical industry positioning within 5 kilometers from the shoreline of the Yangtze River and the Xiu River and Poyang Lake.

Promote the construction of ecological industrial parks in an all-round way, highlight environmental landscaping, enterprise environmental protection, production safety, industrial recycling, and intelligent management, and promote enterprise circular production and industrial circular combination with industrial ecological links, and promote enterprise energy conservation and emission reduction.
Build a batch of circular low-carbon pilot demonstration projects and parks, and strive to create a "green park" by the Ministry of Industry and Information Technology in 2018.
