    Interpretation Series of South Korean Imported Food Declaration Guidelines (1)——Declaration and Inspection of Imported Food

    In order to facilitate the operators to understand the import declaration and inspection system, and fill in the import declaration form, the Ministry of Food and Drug Safety (MFDS) of South Korea issued the "Easy-to-understand Imported Food Import Declaration Guide" on November 8, 2021.
    The guide is divided into import Food declaration and inspection system; filling in import declaration documents; import declaration requirements for various products and answers to frequently asked questions

    In this issue, let’s learn and understand the first part, which mainly introduces South Korea’s imported food declaration and inspection system, import inspection procedures and methods, order inspections and fast Customs clearance system

    Korea imported food declaration and inspection system
     
    South Korea manages imported food in three stages: pre-import, customs clearance, and circulation stages.
    It conducts on-site inspections of overseas production companies before importing, and adopts precision inspections, random sampling inspections, on-site inspections, and document inspections at the customs clearance (import) stage.
    , Conduct random inspections in the circulation stage, this triple safety management system to strengthen the safety of imported food, see Figure 1 for details

    Order inspection system
     
    According to Article 22 of the "Special Law on Imported Food Safety Management," South Korea must pass the precise inspection by the testing and testing agency designated by the Ministry of Food and Drugs for imported foods with a high rate of non-conformance or foods that may be risky at home and abroad.
    , The importer can make an import declaration, and when the import declaration is made, the importer shall submit the inspection report of the product

      Currently, South Korea’s order to inspect imported food products involving China is shown in Table 2

      Planned import fast customs clearance system
     
      South Korea adopts a fast customs clearance system for products from excellent importing companies that have no record of import failures for a long time

      South Korea accepts the next year's planned import application from outstanding import companies in December each year.
    If the planned import confirmation is obtained, the product can be exempted from document inspection and on-site inspection during import declaration, and the customs clearance confirmation certificate will be issued immediately after declaration
