Some parks still have problems such as unreasonable planning and layout, imperfect supporting facilities, and insufficient professional supervision capabilities.

The "Notice of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council Printing and Distributing the Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals" (hereinafter referred to as the "Opinions") requires "to formulate construction standards, identification conditions and management measures for chemical parks"

In order to implement the requirements of the "Opinions", the Ministry of Industry and Information Technology, together with relevant departments, has formulated the "Measures", which aim to guide all localities to standardize the construction of parks and implement certification management, and improve the level of safe production and green development in chemical parks

　　The preparation of the "Measures" mainly considers three points: First, it is fully connected with the existing policy standards

The "Measures" are guided by relevant national laws and regulations, and are linked with the chemical park safety risk screening and governance guidelines, comprehensive evaluation guidelines and other standards and norms, refer to the identification methods that have been issued by relevant provinces, and focus on the green and safe development goals of chemical parks.
Provinces formulate accreditation management measures to provide the basis

How to carry out the identification and management of the park according to the "Measures"?
 

　　The "Measures" put forward clear requirements for the establishment of chemical parks, management institutions, park site selection, planning, safety, environmental protection, emergency rescue, etc.

All provincial people's governments or their authorized agencies shall, in accordance with the principle of not being lower than the construction standards of the Measures, and in light of local conditions, formulate and improve the construction standards for chemical parks in their respective regions, the detailed implementation rules for the management of identification, and the scoring standards for identification, and organize the identification of chemical parks.

　　The provincial people's governments or their authorized agencies may, in accordance with the local implementation rules, take the following two methods to dispose of chemical parks that have not passed the certification

First, order rectification within a time limit in accordance with laws and regulations, improve supporting facilities, and eliminate hidden safety and environmental risks

During the rectification period, no new construction, reconstruction or expansion of chemical projects (except safety, environmental protection, energy saving and intelligent transformation projects) shall be allowed in the chemical park

If the requirements are still not met after the rectification period expires, it will be closed in accordance with laws and regulations

The second is to close down in accordance with laws and regulations, and no longer undertake chemical projects, properly dispose of existing chemical enterprises in the park, eliminate hidden safety and environmental risks, and prevent secondary safety accidents and environmental pollution incidents

　　Considering that the related supporting facilities of the newly established chemical park have not been completed, they do not meet the conditions for passing the certification of the chemical park; if the project is introduced after the supporting facilities are completed, the construction period of the chemical park will be long, and the large-scale chemical projects cannot be started in time

In order to take into account the construction quality of chemical parks and promote the construction of major chemical projects in an orderly manner, the "Measures" put forward three requirements for the establishment of new chemical parks
