The Customs Tariff Commission of the State Council recently decided to continue to impose anti-dumping duties on imported phenol originating in Japan, South Korea, the United States and Taiwan during the final review of anti-dumping measures.
Experts from the China Epoxy Industry Association (www.
epoxy-e.
cn) stated that the Ministry of Commerce had previously filed a written application to the Customs Tariff Commission of the State Council on whether to continue to levy anti-dumping duties on imported phenol during the final anti-dumping review period.
According to Article 52 of the Anti-dumping Regulations of the People's Republic of China, the Customs Tariff Commission of the State Council gave an affirmative response to the request of the Ministry of Commerce of "continuing to collect".
Phenol is mainly used to make dyes, synthetic resins, plastics, synthetic fibers, pesticides, and salicylic acid.
In the past few years, the production volume of phenol in our country could not meet the actual domestic production demand, and a large amount of imports were required every year, and the import volume showed a continuous increase trend.
In 2004, my country conducted anti-dumping on phenol imports for the first time, and the volume of imports decreased significantly.
Since then, many domestic phenol manufacturers have expanded and built new production facilities.
After two years of steady rise, due to the effects of the Olympics and the global economic crisis, the domestic phenol market price at the end of 2008 returned to the lowest level since 2002.
