According to the actual operating conditions of hazardous waste in our province, the relevant operating activities are further classified as follows:

2.

(1) It is strictly forbidden to transfer hazardous waste into storage or disposal across provinces

(2) Promote nearby disposal of hazardous waste

(3) Strengthen the supervision of the cross-city transfer and disposal of hazardous waste

(4) Carry out assessment of hazardous waste disposal capacity

(5) Adhere to the priority of resource utilization of hazardous waste

(6) Appropriately develop cement kilns and industrial kilns to co-process hazardous wastes

(1) Improve the level of self-utilization of hazardous waste
.
Encourage waste production units to increase the research and development of hazardous waste utilization technology, improve the level of self-utilization of hazardous waste, and solve the problem of hazardous waste left over from the history of our province
.
Encourage waste-producing entities to use production techniques and equipment that reduce the amount of hazardous waste and reduce the hazard of hazardous waste, and promote the reduction of hazardous waste from the source and reduce the hazard
.

(2) Encourage social units to participate in the use of hazardous waste in the province as raw materials
.
Give full play to the decisive role of the market in the allocation of resources and the technological innovation of social units to improve the capacity and level of utilization of hazardous waste in the province
.

(3) Insist on linking up project environmental impact assessment with hazardous waste business license
.
Units engaged in hazardous waste utilization activities shall pass the environmental impact assessment approval in advance, and projects other than self-use and point-to-point utilization shall obtain a hazardous waste business license
.
The eco-environmental department shall implement the consultation mechanism when examining and approving the environmental impact assessment of related projects, so as to achieve an organic connection between the environmental assessment and the hazardous waste business license
.

(4) Examine and approve hazardous waste utilization licensing matters in accordance with the law
.
Relevant utilization projects should be consistent with laws, regulations, industrial policies, etc.
The source of hazardous waste should be based in the province, and the type and scale of hazardous waste operations should be compatible with the actual amount and type of hazardous waste generated in our province, matching the requirements of pollution discharge permits, and pollution The total reduction in the material area is consistent with the technical process
.

(5) Strictly control the transfer and utilization of hazardous waste
.
Consolidate the interim and ex-post supervision responsibilities of relevant authorities in all aspects of the transfer of hazardous waste, and eliminate the problem of fraud during the transfer of hazardous waste
.
Strictly investigate and punish illegal activities such as over-range, over-scale, over-code transfer, or reverse purchase and sale of hazardous waste by hazardous waste business units
.
Incorporate the transfer and utilization process of hazardous waste into the review and evaluation content for review
.

(6) Explore the exemption management of "point-to-point" targeted use of hazardous waste
.
For a single category of hazardous waste in the province that is transferred from the production unit to the utilization unit, the utilization unit process is matched, pollution is controllable, no secondary hazardous waste is generated or the generation rate is low, and it is determined to receive hazardous waste in a targeted manner, this utilization link A "point-to-point" exemption policy can be implemented

(7) Strengthen the safe disposal of secondary hazardous wastes

Hazardous waste utilization and business entities shall safely dispose of the secondary hazardous waste generated during the utilization process, and if they do not have the processing capacity for the time being, they shall transfer the secondary hazardous waste to a hazardous waste business entity with corresponding qualifications for utilization or disposal
.

4.
Properly carry out hazardous waste collection

(1) Promote the establishment of regional collection points for hazardous waste
.
According to the waste production situation in the whole province, in accordance with the transportation radius and service area, scientific and reasonable layout of small and micro enterprises, social source hazardous waste regional centralized collection points and industrial park hazardous waste centralized collection points
.
Give full play to the management and technical advantages of the centralized disposal of hazardous waste, reduce the cost of hazardous waste treatment for small and micro enterprises, and promote the orderly and effective collection of hazardous waste
.
Actively explore and utilize units to carry out pilot projects for the centralized collection and storage of hazardous waste in industrial parks
.

(2) Accelerate the pilot work of centralized collection and cross-regional transfer of waste lead storage batteries
.
Fully implement the extended producer responsibility system, make full use of the sales network of lead-acid battery manufacturers to reversely collect waste lead-acid batteries, standardize the collection of waste lead-acid batteries, and increase the recycling rate
.

(3) Strengthen the supervision of hazardous waste collection process
.
Comprehensively supervise the collection, storage and transfer of hazardous waste collection units, improve the standardized management level of collection units, strictly prevent the mixed storage and transfer of hazardous wastes by different generating units, and ensure that hazardous wastes are traceable and traceable
.
Incorporate the collection and storage of hazardous waste into the review and evaluation system, and carry out evaluation and review
.

5.
Effectively strengthen the supervision of the whole process of hazardous waste management

(1) No unit or individual may dump or stack hazardous waste without authorization.
Hazardous waste should be stored in facilities that meet relevant standards
.
Hazardous waste business entities shall promptly dispose of hazardous wastes and secondary hazardous wastes generated, and shall not store them for an extended period of time without approval
.

(2) Any unit or individual shall not engage in business activities such as the collection, utilization, and disposal of hazardous waste without a license or beyond the scope of the license; shall not provide or entrust hazardous waste to unlicensed units or other production operators for collection, use, and disposal.

(3) For the transfer of hazardous waste, a hazardous waste transfer form shall be run, and it is strictly forbidden to transfer hazardous waste across provinces without approval

When transporting hazardous wastes, measures shall be taken to prevent environmental pollution, and the relevant regulations on the management of transport of hazardous goods shall be observed
.

(4) All aspects of hazardous waste management should be fully integrated into the Hunan Solid Waste Management Platform to realize the entire process of informatization supervision
.

This regulation will be implemented on a trial basis on July 1, 2021, and will be valid for two years
.
Those who have obtained a hazardous waste business license shall be implemented in accordance with the requirements of the original license within the validity period of the license; those who have not obtained a license or newly build, rebuild or expand hazardous waste business projects shall be implemented in accordance with these regulations
.
If the documents previously issued by the Provincial Department of Ecology and Environment are inconsistent with these regulations, these regulations shall prevail
.
Those not covered by these regulations shall be implemented in accordance with relevant laws and regulations
