    (1) Improve the level of self-utilization of hazardous waste
    .
    Encourage waste production units to increase the research and development of hazardous waste utilization technology, improve the level of self-utilization of hazardous waste, and solve the problem of hazardous waste left over from the history of our province

    Encourage waste-producing entities to use production techniques and equipment that reduce the amount of hazardous waste and reduce the hazard of hazardous waste, and promote the reduction of hazardous waste from the source and reduce the hazard

    (5) Strictly control the transfer and utilization of hazardous waste

    Properly carry out hazardous waste collection

    (1) Promote the establishment of regional collection points for hazardous waste

    According to the waste production situation in the whole province, in accordance with the transportation radius and service area, scientific and reasonable layout of small and micro enterprises, social source hazardous waste regional centralized collection points and industrial park hazardous waste centralized collection points
    .
    Give full play to the management and technical advantages of the centralized disposal of hazardous waste, reduce the cost of hazardous waste treatment for small and micro enterprises, and promote the orderly and effective collection of hazardous waste
    .
    Actively explore and utilize units to carry out pilot projects for the centralized collection and storage of hazardous waste in industrial parks
    .

    (2) Accelerate the pilot work of centralized collection and cross-regional transfer of waste lead storage batteries
    .
    Fully implement the extended producer responsibility system, make full use of the sales network of lead-acid battery manufacturers to reversely collect waste lead-acid batteries, standardize the collection of waste lead-acid batteries, and increase the recycling rate

    (3) Strengthen the supervision of hazardous waste collection process
    .
    Comprehensively supervise the collection, storage and transfer of hazardous waste collection units, improve the standardized management level of collection units, strictly prevent the mixed storage and transfer of hazardous wastes by different generating units, and ensure that hazardous wastes are traceable and traceable

    Incorporate the collection and storage of hazardous waste into the review and evaluation system, and carry out evaluation and review

    5.
    Effectively strengthen the supervision of the whole process of hazardous waste management

    (1) No unit or individual may dump or stack hazardous waste without authorization.

    Hazardous waste business entities shall promptly dispose of hazardous wastes and secondary hazardous wastes generated, and shall not store them for an extended period of time without approval

    (2) Any unit or individual shall not engage in business activities such as the collection, utilization, and disposal of hazardous waste without a license or beyond the scope of the license; shall not provide or entrust hazardous waste to unlicensed units or other production operators for collection, use, and disposal.

    This regulation will be implemented on a trial basis on July 1, 2021, and will be valid for two years
    .
    Those who have obtained a hazardous waste business license shall be implemented in accordance with the requirements of the original license within the validity period of the license; those who have not obtained a license or newly build, rebuild or expand hazardous waste business projects shall be implemented in accordance with these regulations

    If the documents previously issued by the Provincial Department of Ecology and Environment are inconsistent with these regulations, these regulations shall prevail

    Those not covered by these regulations shall be implemented in accordance with relevant laws and regulations
