    According to the provisions of the "Administrative Measures for Food Production Licenses", applications for food production licenses should be submitted according to the food category


    With the continuous development of the economy and society, people's consumption demand for the food industry is constantly changing, and new food varieties are constantly emerging.


    According to the "Notice on Issues Concerning the Implementation of the Measures for the Administration of Food Production Licensing" issued by the former State Food and Drug Administration, in the interpretation of the relevant issues in the licensing classification catalogue, the original food production licensing review rules are not clear.


    In order to further standardize the work of food production licenses, promote the comprehensive and high-quality development of the food production industry in Hebei Province, and unify the inspection standards for food production licenses in the province, the province has revised the "Edible Plant Protein Production License Review Program", "Yeast and Yeast Products Food Production License" Review Program" and "Stachyose Food Production License Review Program"


    According to reports, the edible vegetable protein mentioned in the "Edible Vegetable Protein Production License Review Plan" refers to cereals (such as corn, wheat, rice, oats), nuts and seeds (such as peanuts), potatoes (such as potatoes) and Food industry products (excluding soy protein, cottonseed protein and vegetables) with a protein content of not less than 40%, with other plant materials as raw materials, with non-protein components (such as moisture, fat, carbohydrates, etc.


    According to the production process and standards, the yeast and yeast products mentioned in the "Proposal for the Examination of Food Production Licenses for Yeast and Yeast Products" can be divided into three categories: yeast for food processing, yeast extract, and other yeast products


    Yeast for food processing is used in food processing.


    Yeast extract is a product obtained by enzymatic autolysis (or separation and extraction) under the action of yeast's own enzymes or external food-grade enzymes, and is rich in amino acids, peptides, polypeptides and other soluble yeast in yeast.


    Other yeast products refer to processed yeast products other than yeast for food processing and yeast extract


    The term “stachyose” as mentioned in the “Stachyose Food Production License Examination Plan” refers to a product made from edible plants, which is processed, extracted and refined.


    In addition, the "Stachyose Food Production License Review Plan" points out that the production process of stachyose is similar to that of other products (such as inulin and fructooligosaccharides) extracted and refined from edible plants as raw materials.


    Inulin refers to a fructose polymer mixture with a degree of polymerization ranging from 2 to 60 obtained from chicory root and Jerusalem artichoke as raw materials, after removing proteins and minerals, through spray drying and other steps


    Fructooligosaccharides refer to oligosaccharides with a degree of polymerization of 2-9 in which fructosyl groups made from plant rhizomes such as chicory and Jerusalem artichoke are connected by β(2→1) sugar-glycan bonds


    The "Edible Vegetable Protein Production License Review Plan", Yeast and Yeast Product Food Production License Review Plan, and Stachyose Food Production License Review Plan are applicable to the production license of edible vegetable protein, yeast and yeast products, stachyose and other foods in Hebei Province Review work


    The market supervision department of Hebei Province stated that by formulating three documents including the "Edible Plant Protein Production License Review Plan", it is conducive to further standardizing the work of food production licenses and unifying the on-site inspection standards for these three types of products in the province; adapting to the development needs of food production enterprises, Improve the quality and safety management level of enterprises; promote the high-quality development of the food industry and ensure food quality and safety
