On January 5, Hebei Province issued the "Implementation Opinions on Completely Accurately Implementing the New Development Concept and Doing a Good Job in Carbon Neutralization"

According to the "Implementation Opinions", by 2025, the economic system of green, low-carbon and circular development in Hebei Province will be initially formed, and the energy consumption and carbon dioxide emissions per unit of GDP in the province will ensure that the national targets are met; the proportion of non-fossil energy consumption will reach more than 13%.

The "Implementation Opinions" mentioned that Hebei will also carry out carbon neutrality pilot trials to promote the implementation of a number of large-scale energy storage, smart grids, distributed renewable energy, hydrogen energy, and carbon capture, utilization and storage.

The "Implementation Opinions" also pointed out that Hebei will improve investment and financing policies, strictly control investment in projects that expand production capacity in coal power, steel, petrochemical and other industries, and increase investment in energy conservation and environmental protection, new energy, green buildings, low-carbon transportation, carbon capture and utilization and Support for projects such as preservation

In addition to actively promoting the China Xiongan Green Exchange and pushing Beijing and Xiongan to jointly strive for the establishment of a national CCER trading market, Hebei will also actively participate in the construction of a national carbon emission trading market
