Recently, the Hainan Provincial Department of Ecology and Environment issued the "Notice on the Trial Implementation of Environmental Impact Assessment of Carbon Emissions", clarifying that it will conduct pilot environmental impact assessments of carbon emissions in some key areas, key industrial parks, key industries, and key projects
.
The "Notice" clearly stated that the scope of the pilot implementation of carbon emission environmental impact assessment includes: key industrial parks at or above the provincial level; special plans for key areas that need to prepare environmental impact reports; key industries such as petrochemicals, chemicals, papermaking, medicine, and oil and gas exploration
.
Regarding the environmental impact assessment of carbon emissions in industrial parks and related special plans, the "Notice" requires that carbon emissions surveys and evaluations should be conducted on the implementation of the existing plans, and the carbon emissions after the implementation of the plan should be predicted, and carbon emission reduction optimization and adjustment recommendations should be proposed.
And control countermeasures and measures, and give conclusions on the environmental impact assessment of carbon emissions
.
In terms of construction projects, the "Notice" requires that the carbon emission source items of the project should be identified and analyzed, the carbon emissions of the project should be predicted after the implementation of the project, emission reduction measures and suggestions should be proposed, and the construction unit should be required to carry out carbon emissions monitoring and give carbon emissions Environmental impact assessment conclusion
.
Reconstruction and expansion projects should also conduct carbon emission status survey and evaluation of existing projects
According to the "Notice", the scope of the environmental impact assessment of carbon emissions of planning and construction projects covers the six greenhouse gases specified in the Kyoto Protocol.
Regarding the new high-energy, high-emission "two highs" projects, Hainan requires that carbon assessment work be carried out simultaneously when carrying out environmental assessment work, and encourages existing "two highs" projects to actively carry out current carbon assessment work
