On "Establishing a Regulatory Mechanism for Illegal Oil Products"

With the consent of the Guizhou Provincial Government, the Department of Commerce of Guizhou Province, the Public Security Department of Guizhou Province, the Taxation Bureau of Guizhou Province, the Guizhou Provincial Market Supervision Bureau and other departments have established a special rectification work mechanism and a long-term working mechanism for the refined oil market, solidly carried out the rectification of the refined oil market, and maintained the operation order of
the refined oil market.

The first is to establish a special rectification work mechanism for

In 2019, the Department of Commerce of Guizhou Province and 13 other companies jointly issued the "Notice on the Special Rectification Work Plan of the Refined Oil Market in Guizhou Province" (Qianshangfa [2019] No.

The General Office of the Guizhou Provincial Government has held two joint meetings on the rectification of the refined oil market to study the work related to the rectification of

42) and the Notice of the Ministry of Commerce on Doing a Good Job in the Reform of the "Decentralization Service" of the Circulation Management of Petroleum Refined Oil Products (Shang Yun Han [2019] No.
659), the Notice of the Provincial Department of Commerce on the Reform of the "Decentralization Service" of the Circulation Management of Petroleum Refined Oil Products was issued, and the relevant work of canceling the approval of the "Petroleum Refined Oil Wholesale Storage and Operation Qualifications" was done, and the "Refined Oil Retail Operation Qualifications" were issued.
The examination and approval work shall be transferred to the designated department
of the municipal people's government.

The third is to carry out the work of formulating the "Guizhou Provincial Administrative Measures for the Examination and Approval of Retail Business Qualifications for Refined Oil Products"

In order to implement the requirements of the Notice of the General Office of the Ministry of Commerce on Printing and Distributing (Commercial Office Consumption Letter [2020] No.
439) and clarify the conditions and procedures for the examination and approval of the retail operation qualification of refined oil, the Provincial Department of Commerce has drafted the Administrative Measures for the Examination and Approval of Retail Business Qualifications of Refined Oil Products in Guizhou Province (Draft for Solicitation of Comments), and is soliciting the opinions and suggestions
of the city (state) and relevant departments.

IV.
On "Resolutely Banning Illegal Operation and Building of Stations in the Name of New Energy"

First, strengthen the management
of the refined oil industry.
The Provincial Department of Commerce is the competent department of the refined oil industry, in accordance with the requirements of the Notice of the General Office of the Ministry of Commerce, responsible for the management
of gasoline, kerosene, diesel and other alternative fuels such as ethanol gasoline and biodiesel that meet national product quality standards and have the same purpose.

The second is to strengthen the quality management
of oil products.
The Provincial Market Supervision Bureau uses supervision and spot checks as a means to improve the quality level of refined oil products, lists vehicle gasoline, vehicle diesel and vehicle urea in the "2020 Guizhou Provincial Key Industrial Product Quality Supervision and Spot Check Catalog", formulates annual plans and implementation plans for supervision and random inspections, and organizes 390 batches of product quality supervision and spot checks
throughout the province.
383 sellers were involved, 10 batches of unqualified products were found, and the discovery rate of unqualified products was 2.

The Provincial Market Supervision Bureau focuses on law enforcement and inspection, creates a fair competitive market environment, and includes illegal acts such as refined oil product product quality, unfair competition, false publicity, infringement and counterfeiting, in the content of key law enforcement inspections, and increases the investigation and handling of violations of laws and
regulations.
Since 2020, the province has investigated and handled 31 oil-related (gasoline, diesel) cases, with a case value of 1.

(1) Promote the promulgation of regulations or rules

(4) Promote information supervision models, exploring credit regulation
